sources for the design, fabrication, testing, and delivery of a Radio
Frequency Detection/Collection System (RFD/CS) will be capable of
providing accurate, timely, and quantitative detection and measurements
of unknown, dynamic, and potentially harmful (to sensitive electronics)
sources. Moreover, since the RFD/CS will be capable of operating in
three modes: (1) fixed, ground based; (2) mobile, ground based; and (3)
mobile, airborne, it is required that the RFD/CS be a compact,
lightweight, and durable as possible. The principle function of the
RFD/CS is to detect RF signals, in a broad spectrum spanning 500 kHz to
33 GHz, that exceed preset field strength limits, and to alert an
operator (and record for historical reference) that a field strength
violation has occurred. Delivery of the RFD/CS is planned for April
1999. Award is planned for prior to 30 September 1998. This
solicitation is a two-step sealed bid award. This synopsis only
pertains to step 1, "Request for Technical Proposals (RFTP)." Offerors
whose technical proposals are deemed acceptable in accordance with
evaluation criteria will be requested to submit sealed bids for the
contemplated Firm-Fixed-Price-Contract to be awarded to the successful
low bidder whose bid meet all requirements in terms of responsiveness
and responsibility (step 2). Only Offerors who have submitted
acceptable technical proposals will be invited to participate in step
2 (Sealed bid). The RFTP will request information regarding experience
on efforts of similar complexity, technical qualifications, and
organization performance history related to such efforts. The step 1
(technical proposal submittal) Offeror must meet all technical
evaluation criteria elements including: (1) a demonstrated
understanding of the requirements; (2) realism of system design; (3)
relevance of past performance; and (4) quality of logistics support.
Propriety data submitted shall be safeguarded and so labeled.
Absolutely, no pricing data shall be submitted. The approximate formal
RFTP released date is Jan 98 to all potential offerors who request the
solicitation in writing. Once the release date has been set the
offerors must submit their technical proposals within 45 days from the
release date. The technical proposals submitted should be acceptable
(fully complete) without need for additional explanation or
information. The Government will only evaluate the submitted technical
proposal. The cost of submittal (technical proposal) shall not be
reimbursed. Potential offerors most submit written requests to the
contracting office for copies of the RFTP, step one, solicitation
