56 -- READY MIX CONCRETE, SILVER FLAG SOL F0863798QX381 DUE 010598 POC 2 Lt Shawn Cline, (904)283-8622 This is a combined synopsis/solicitation of a commodity contract to be obtained using commercial practices in accordance with the format in FAR 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; quotes are being requested and a formal solicitation will not be issued. This solicitation, number F0863798QX381, is to be issued as Request for Quotation (RFQ). This requirement is unrestricted and a firm-fixed price contract is anticipated. The Government anticipates awarding an Indefinite-Delivery Indefinite Quantity contract as a result of this solicitation. The total minimum quantity shall be 200 Cubic Yards (CY) and the total maximum shall be 11,400 CY. The contract shall be for a base year plus four (4) option years. (A). Schedule: Contract Line Item Number (CLIN) 0001 -- Base Year (Award effective date through 30 Sep 98. Line Item Number (CLIN) 0002 -- Option Year One (1 Oct 98 through 30 Sep 99). Line Item Number (CLIN) 0003 -- Option Year Two (1 Oct 99 through 30 Sep 2000). Line Item (CLIN) 0004 -- Option Year Three (1 Oct 2000 through 30 Sep 2001). Line Item (CLIN) 0005 -- Option Year Four (1 Oct 2001 through 30 Sep 2002). (B.) Statement of Work: Contractor shall schedule and deliver concrete within 48 hours after order placement. The Government will consolidate orders and request 5-6 trucks simultaneously to prevent construction delays. The Government reserves the right to order lesser quantities, but shall comply with the contractors commercially established minimum delivery amount. The delivery schedule will be stated in terms of specified periods in which delivery is desired. Delivery Orders will be placed for each delivery period and individual delivery requests shall be placed by the using activity. (C). Place of Performance: Contractor shall deliver to the Silver Flag Site on Tyndall AFB FL. The site is approx 15 miles past the main base, heading East on Highway 98. (D).Supplies/Services/ Equipment: This contract is for the delivery of concrete. The concrete shall be Type II Ready Mix, minimum compression strength is 2500 Pounds Per Square Inch (PSI). Wet Mix; aggregate size: 1/2 to 3/4; Slump will be a maximum of 4. The Government intends to evaluate inclusive of options and award a contract without discussions, therefore, qualified contractors should submit a quotation for all CLIN's, each with the best possible price. A single award is anticipated as a result of this solicitation. No partial bids will be accepted and the Government may reject any or all offers if such actions are in the public's best interest. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-2. The provisions at FAR 52.212-1, Instruction to Offerors-Commercial Items, and FAR 52.212-2, Evaluation-Commercial Items, apply to this solicitation. The following factors shall be used to evaluate offers; stated in terms of relative importance in descending order: (i) Price (per Cubic Yard) (ii) Past Performance (Demonstrated capability to meet delivery requirements) (iii) Technical (Ability of the item offered to meet Government requirements. The Government will select the contractor that is the most advantageous based on the factors in this solicitation.
