428-6182 This pre-solicitation notice is for the demolition and
reconstruction of the aircraft refueling complex at Kulis Air National
Guard Base, Anchorage, Alaska. The project requires the demolition of
one each 50,000 gallon and two each 25,000 gallon vertical Aboveground
Storage Tanks (AST's) with associated piping and replacement with 4
each new horizontal AST's with associated piping. The existing
pumphouse will be repaired to include new pumps, piping and
mechanical/electrical systems. The current onload/offload island and
refueler parking area will be demolished and new environmentally
protected concrete onload and offload island and a covered refueler
parking area will be constructed. Magnitude of construction is
$1,000,000 -- $5,000,000. Standard Industrial classification code is
1541. Contractor shall furnish all materials, labor, equipment,
transportation and services to successfully complete the project. DOD
Federal Acquisition Regulations Supplement Clause 252.222-7000
Restriction on Employmentof Personnel (Dec 1991) will be incorporated
into the solicitation and any resultant contract. The clause reads: (a)
The Contractor shall employ, for the purposes of performing that
portion of the contract work in the State of Alaska, individuals who
are residents of the State, and who, in the case of any craft or trade,
possess or would be able to acquire promptly the necessary skills to
perform the contract (b) The Contractor agrees to insert the substance
of this clause, including this paragraph (b), in each subcontract.
This procurement will be an unrestricted acquisition, subject to full
and open competition. The invitation to bid is expected to be available
on or about January 19, 1998 with an anticipated bid opening date of
February 19, 1998. Bid packages will be distributed on a first come,
first served basis until supply is exhausted. There is a $90.00
non-refundable charge for each set of plans and specifications. Only
written requests accompanied by a check or money order (no cash will be
accepted) in the proper amount, payable to the U. S. Treasury will be
