has been designed using the metric system. This solicitation consists
of 1.3 kilometers of grading, base, drainage, and 3 simple span
bridges. Project includes: construction survey/staking; schedules for
construction; contractor sampling/testing; clean & paint structural
steel; 4.0 hectare clearing & grubbing; 68,000 cu meters roadway
excavation; 3,600 cu meters selected borrow for topping; 2,200 cu
meters riprap; 900 cu meters bridge excavation; 2,300 cu meters grade
D aggregate base; 141 meters pipe culvert; 29 meters structural plate
structures; 260 meters guardrail; 114 meters bridge transition railing;
14 slry units hydraulic seeding/mulching; 15 prestressed concrete
girders; 342 cu meters structural concrete; 15,590 kilograms
reinforcing steel; 10,520 kilograms epoxy coated reinforcing steel;
4,800 hr flagger; and other smaller items of work. This job will be bid
using A plus B bidding. Each bid consists of two parts, the
construction cost plus the administrative cost. Contract time will be
set by the bidder with a fixed completion date of approximately
10/15/99. This project is located approximately 4 kilometers south of
Klawock, Alaska. Estimated price range is between $2,500,000 and
$5,000,000. Presolicitation Notices are being provided to firms on this
agency's mailing list concurrently with the publication of this
synopsis. -- -- The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
