CENTER, LACKLAND AIR FORCE BASE, TX -- Construct a 2,000 square meter
blood donor medical facility. The building features a reinforced
concrete slab and foundation, brick facing with metal stud supports,
structural steel frame, standing seam metal roof and fire protection
system. All necessary supporting utilities shall be provided including
water, sewer, storm drainage, electricity, and communications.
Supporting facilities include parking, driveways, walks, and
landscaping. The plans and specifications have been placed on Compact
Disk (CD ROM) and will be provided free of charge. Plans and
Specifications will not be provided in a printed paper hard copy
format. Notification of amendments shall be made through either 3.5"
floppy disk, CD ROM, and or the Internet. The Government intends to
issue this solicitation through the use of CD ROM and the Internet.
However, the Government reserves the right to use only the Internet as
notification of any changes to this solicitation. It is therefore the
contractors responsibility to check the following address daily for
any posted changes to this solicitation. Contractors may view and/or
download this solicitation and all amendments from the Internet at the
following address: http://ebs.swf.usace.army.mil. Estimated Value:
between $1,000,000 and $5,000,000 -- - this is an unrestricted
solicitation. Offers from all qualified business concerns are
solicited. If a large business firm intends to submit a proposal, it
must comply with FAR 52.219-9 clause regarding the requirement for a
subcontracting plan. The Ft Worth District's goals are as follows
(expressed as a percentage of the contractor's total planned
subcontracted amount): Small Business-61.2%; Small Disadvantaged
Business-9.1%; Woman Owned Small Business-4.5%; Historically Black
Colleges & Universities/Minority Institutions (where applicable)-5.5%.
