Commission (NRC) intends to enter into a sole source contract entitled,
"Response Computer System Special Applications Support" with Athey
Consulting, P.O. Box 178, Charles Town, West Virginia 25414. Athey
Consulting will provide all necessary qualified personnel, supervision,
management, and technical assistance to provide special applications
support for NRC Response Computer System (RCS). Technical assistance
consists of the modification, installation, and testing of special
applications software on the NRC's RCS, assisting NRC in developing
procedures and in conducting training to ensure that the RCS can be
used reliably in emergency situations for which it was developed. The
NRC contracted with Athey Consulting previously to develop a computer
code "Radiological Assessment System for Consequence Analysis (RASCAL)
version 3.0." This work includes integration of meteorological and
radiological assessment methods and the application of federal
emergency guidance and response plans to severe accidents at commercial
nuclear power plants, fuel cycle facilities and gaseous diffusion
plants. This contract included development of the RASCAL version 3.0
documentation, training materials and conducting training to the NRC
emergency response organization. The work on RASCAL version 3.0 is to
continued through completion through this follow-on contract. Major
components of this specialized original software have been designed and
written by Athey Consulting in coordination with scientists from two
national laboratories. It is therefore essential that the incumbent
provide the required equipment and services as Athey Consulting has
developed, integrated, installed, tested and made operational the
system and subsystems for the NRC Operations Center. The NRC intends to
negotiate with Athey Consulting under the authority of 41 U.S.C.
253(c)(1). This is to be a sole-source contract since competition would
result in duplication of cost to the government and unacceptable delays
in fulfilling the NRC's needs. The period of performance is one year
with four one-year renewable option periods. The SIC Code for this
procurement is 7371. The size standard is for this solicitation is
average annual receipts for preceding three fiscal years not to exceed
18 million. This is a notice of intent to contract only. A
solicitation document does not exist. Interested firms should submit
written capability statements to the NRC demonstrating their ability to
