776-8775 The Department of State, Bureau of International Narcotics
and Law Enforcement Affairs, Office of Resource Management, Management
Systems Division, has a requirement for an individual to provide
telecommunications advisory services for a period of six months, with
an option to extend the contract six months. The GS equivalant grade
level is GS 13 through GS-14. Summary of Duties: Provides technical
professional guidance and assistance in the telecommunications field
including, but not limited to, advice on systems design, on-site
assistance in operations, maintenance, and installation of
telecommunications equipment. Provides on-site training to develop host
country capability to utilize and maintain provided telecommunications
equipment. Evaluates equipment provided to determine suitability and
provides guidance and assistance in modifications to ensure equipment
provided fits the needs of specific countries and programs. Prepares
and issues instructions and/or guidelines for operation, maintenance
and repair of telecommunications equipment. Additionally, prepares
performance or design specifications and prepares procurement documents
for acquisition of telecommunications equipment. Maintains close
liaison with manufacturers to ensure development of appropriate
specifications to fit the needs. Serves as electronic/communications
advisor to INL on all matters related to narcotics law enforcement
communications, video production, and video as a medium for narcotics
training. Overseas travel required. Qualifications: Federal
Communications Commission General Radio Communnications License; 10
years of work experience in VHF, UHF, and HF land mobile communications
planning, system design, procurement, installation, maintenance,
repairs, operations, establishment of training programs and conducting
training. Formal electronics and communications training at a
technical school or military training facility. DOS Secret security
clearance. Evaluation Criteria: Work experience in the area of land
mobile communications with special emphasis in the areas of VHF-AM,
VHF-FM, HF-SSB communications systems and equipment. Special expertise
on secure communications systems (Motorola VHF and UHF DVP/DVP-XL and
Technical Communications Corporation HF-SS encryption equipment) and
Motorola and Datron World Communications (Transporld) communications
equipment is considered an asset. (35) Overall formal electronics and
communications education level and areas of special training and
expertise. (30) Past performance interfacing with associates and
project counterparts. Past performance with Latin American projects and
Spanish at the FSI S3/R3.(20) Demonstrated ability to be a self starter
in planning and carrying out assigned activities, preparing written
activity reports and submitting them on a timely basis. SF-171 required
