Development Test Center (AFDTC), IO/IR/Laser Systems Flight (46th Test
Wing/TSWI) is contemplating award of the Thermal Image Processing
System (TIPS) II, subsystem electronics, and computer hardware/software
upgrade and maintenance to The Analytic Sciences Corporation (TASC), 55
Walkers Brook Drive, Boston, MA 01867. The contract will be Cost Plus
Fixed Fee (CPFF) with a period of performance of a three year basic
with one two year option. The TIPS II is a state-of-the-art, infrared
(IR) data collection system designed to collect, condition, digitize,
record, and process high resolution IR imagery of selected targets and
backgrounds. TIPS was designated and built under a full and open
competition contract to TASC. The purpose of this effort is to aid, at
depot level, in the maintenance and upgrade of three modified IR
scanners and the remote computer control aperture/filter positioner
mechanism and related electronics, the custom made Digitizer Processor
Unit (DPU) and related electronics and interfaces, the TIPS data
reduction and quick look station and related peripherals. Because of
the unique TIPS capabilities and considering the complexity of the
system electronics and the computer software, it has been technically
determined that TASC is the only contractor that can fully satisfy the
requirements of this effort. Any offerors responding to this NOCA will
be screened against their knowledge of : IR imaging scanners, high
speed data transfer and storage, IR imagery calibration techniques, and
experience with Digital Van computers, X-Window environments and
visualization/analysis software. Firms wishing to be considered for
this effort should submit their qualifications to Vicky Dawson,

Government evaluation of the firm's capabilities will be based upon
information submitted in response to this NOCA. All requirements must
be specifically addressed. Responses should include a statement
regarding whether or not the firm is asmall and/or disadvantaged
business concern as defined by SIC code 3861. The Air Force reserves
the right to consider a small-business set-aside based on responses
hereto. After statements of capability have been screened, a
solicitation will be issued to those prospective sources who, in the
sole judgment of the purchasing activity, have the potential to
successfully fulfill the requirements of the planned contract. All
responsible sources may submit a proposal which shall be considered by
the agency. This requirement may be pursued sole source if the Air
Force determines that only one source is capable of satisfying the
