C -- A/E SERVICES (MECHANICAL/ELECTRICAL) OPEN END SOL 544-012-98 DUE 010998 POC Otis Gowens, Contract Specialist 803/695-6857 Provide master open end contract for A/E services (MECHANICAL/ELECTRICAL) as required by the government to include, but not limited to:necessary site work,verification of as-built drawings, analysis of utility systems, necessary detail drawings and reproduction expenses, accurate cost estimates and construction period services. Services shall also include facility long and short term planning and additional consultant support as deemed necessary by the government. Design submissions at conceptual,50% and 100% with updated as-built on mylar and autocad and microsoft word compatible diskettes. Services are to be provided during a one-year period with the option to extend the terms of the contract for two(2) years . Projects will be located at the VA Medical Center, Columbia, SC. VA will provide a scope of work for each individually requested project, for the A/E to prepare a fee proposal. The fee proposal shall be based on pre-established unit prices. The maximum amount payable under each contract shall not exceed $250,000.00. The maximum amount for each individual project shall not exceed $25,000.00. Cost Range is $500,000.00- $1,000,000.00. A/E wilL be required to provide evidence of professional liability insurance of $1,000,000.Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254,Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, architect- Engineer and Related Service Questionnaire for Specific Project, when requested, and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement shown are not required to register this form. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for Individual projects) are encouraged to submit, annually a statement of qualifications and performance data utilizing Standard Form 254, Architect Engineer and Related Service Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirement listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) Professional-capabilities: (2) specialized experience and technical competence, as required: (3) capacity to accomplish the work in the required time: (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographic area: architect-engineer firm must be located within 150 mile radius of work site to be considered. (6) any other special qualification required under this announcement by the contracting activity.
