requirement is for advisory services, non-personal in nature, in
support of the Soviet POW Activities Research Project. BACKGROUND --
The Soviet POW Activities Research Project is an internal Joint
Commission Support Directorate initiative to determine the true nature
of Soviet involvement in the handling of American POW's in past
conflicts, including World War II, the Korean War, the Vietman War, and
the Cold War. OBJECTIVE: This research is specifically aimed at
determining the identites of Soviet GRU and KGB personnel who served in
the combat or conflict areas, came into contact with American POW's and
may have been involved in the interrogation, exploitation, or transfer
of these prisoners to previously undisclosed locations. This effort is
aimed at breaking an impasse created by the paucity or, in some cases,
a total lack of information made available by nationals of the former
Soviet Union with regard to their wartime activities and experiences
as they may relate to American capitives, detainees, or POW's held by
the former USSR or other Bloc/Communist countries. SEE NUMBERED NOTE
