OPERATIONS IN URBAN TERRAIN (MOUT) REQUEST FOR INFORMATION The defense
Science Board 1994 Task Force on Military Operations in Built-Up Areas
recommended an Advance Concept Technology Demonstration (ACTD) to
enhance the warfighting cabability in a MOUT environment. As a result,
a joint Army/Marine Corps MOUT ACTD was created to improve the
operational effectiveness of soldiers and Marines operating in urban or
built up areas. The ACTD will leverage ON-GOING technology developments
in identifying and experimenting with the best candidates to meet the
prioritized MOUT ACTD User Requirements. The MOUT ACTD Functional Areas
to be considered here are Command, Control, Communications, Computers
and Intelligence (C4I). The following represent the ten user
requirements for C4I. 1. Hands-free Non-Line-Of-Sight communication:
small squad radio with communication range of 1-5 km (inside-outside
buildings), secure selective hands free (wi! thout taking hands off
weapon systems), secure voice and data 2. Produce/update maps: Produce
and update maps at squad level, maps are 1:25,000 scale or smaller
based on aerial imagery, common datum for joint environments, GPS --
true maps and geographical information 3. Intelligence
collection/dissemination: Platoon/Squad intelligence collection and
dissemination tool, conducts remote route/area/building reconnaissance,
single-man portable, day/night audio/video, accept other sensors, and
compatible with higher level communications architecture. 4. Position
and location in buildings: position and location data inside buildings
based on movement since last GPS information 5. Lightweight Thru-wall
sensor: rapidly sense through walls and determine room occupancy by
friend/foe or combatant/non-combatant 6. Night vision within buildings:
ability to "see" day/night with obscurants 7. Combat Identification
Friend/Foe: discriminate friend/foe and combatant/non-combata!nt with
obscurants 8. Sniper location: detect location of sniper and small arms
fire from stationary and movingsoldiers/Marines 9. Lightweight
designator: target designator with the capability to designate and/or
transmit digital target data to off-site shooter 10. Powered Optics:
magnified optical device for individual/crew served weapons with a
desire of depth perception. An organization with a potential solution
to any of these ten requirements should submit all information within
30 days of publication of this notice. Desired information would be any
detailed technical information, drawings or sketches, existing data
supporting performance capabilities, availability and cost. Interested
organizations should respond (for items one through four only) to
