CS-98-023 POC Mark Weinstein, (202) 927-0567 The U.S. Customs Service
has a requirement for a Laboratory Information Management System
Software Application (LIMS) that will become the core of its new
Laboratory Information Management Network (LIN). The prospective
contractor shall provide in the software design stage of LIN, a LIMS
customized to user requirements and based on LIMS tool, 3.3
HTML-compliant encoded documents, and COTS software. The customized
LIMS software shall make extensive use of Intranet/Internet technology
(e.g. the user interface shall use MS Internet Explorer or Netscape
browser) and COTS such as MS Windows NT 4.0, MS Office 97 Professional
Edition, and Oracle database management. The customized LIMS software
shall have the following capabilities or features: Login, Labels,
Sample Distribution, Work Assignment, Data entering and capturing, data
edit/correction, reviewing and approving results, reporting results,
managing laboratory operations, Instrument loading reports, On-Line
information access, database structure, data integrity, database tools,
configuration tools, numerical representation and string manipulation,
audit trails, security, links to general purpose tools, on-line
reference library, data query capabilities, data archiving and viewing,
and support architecture. The prospective contractor must provide the
complete source code and detailed documentation on the original
software design and subsequent changes (database structure, graphical
user interface, screen forms, customized modules developed using a high
level language -- e.g. MS Visual Basic, C+ etc).The prospective
contractor shall also provide training and maintenance support and must
have an annual maintenance program. Support shall be provided for one
year after final acceptance by the U.S. Customs Service under a one
year warranty. A firm fixed price contract with a five year systems
life (having options for maintenance and support services) is
contemplated. As part of the procurement process, the Offerors will be
required to provide a oral presentation/demonstration of their LIMS
software product, technical capabilities, and offered services.
Offerors must provide as part of their proposal past performance
information (at least three (3) projects over the past three (3) years)
of the same or similar products/services with references in order for
Customs to validate past performance. This procurement has been
designated as a 100% total small business set aside, SIC Code 7372,
Total Annual Receipts and Size Standards $18 Million. This acquisition
will be processed using the procedures set forth in FAR Part 12,
Commercial Item Acquisition with the solicitation and contract
containing the applicable provisions and clauses for
conducting,evaluating, and awarding a contract for a commercial item.
FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-2,
Evaluation-Commercial Items, apply to this acquisition. Award will be
made to a technically acceptable, responsible offeror at fair and
reasonable prices. The offeror shall provide as part of itsproposal
descriptive literature, commercial price lists, pricing information and
policies, capability statements, a brief technical proposal describing
the product and service, financial capability information (i.e.
banking information, financial statements, annual reports, etc,) and
software licensing documents etc. which would attest to the capability
of your firm's ability to meet the Government's requirement. Because
this is a commercial item, FAR 12.603(c)(3) (ii) will be used for
establishing the solicitation response time, rather than the time
established in Note 22, which in this instance is not applicable to
this commercial item acquisition. Y2K Clauses shall be included as part
of any contract resulting from this acquisition. Written requests in
