sources sought announcement only. A new CBD announcement will be
published if a solicitation develops. The Aviation Applied Technology
Directorate (AATD) is seeking potential sources to provide
off-the-shelf or final development portable ground power units for the
purpose of providing electrical power to the A2C2S during static
ground operations. The A2C2S is a helicopter (UH-60) based command and
control (C2) mission kit which will serve as a corps, division, or
maneuver brigade commander's airborne tactical command Post (TACCP).
The power unit requirements are as follows: Must be capable of
operating using at least one of the following fuels-Diesel, DL-1, DL2,
or jet fuel, JP8 or Jet A-1; Power output: 115 VAC 60 or 400 Hz,
single or 3 phase (400 Hz, 3 phase desirable); Power output: 6 to 9 kW;
Voltage and Frequency Regulation: 3% maximum; Voltage Modulation: 2.5%
maximum: Individual waveform harmonic: 3% single phase, 2% 3 phase;
EMI Suppressed: MIL-STD-461C limits; Noise: 70dBA @ 7 meters;
Protective Devices: Automatic shutdown with emergency bypass for low
fuel, low oil pressure, over temperature. Environmental: -25F to +120F,
All weather (rain, sand/dust, salt fog, altitude, fungus); Size and
weight: must permit four man lift to 30 inches above ground, but as
with all airborne systems, a minimum size and weight are desired.

the requirements listed above. This announcement should not be
