R. Fisk. THIS SOLICITATION IS HEREBY BEING ISSUED ON AN UNRESTRICTED BASIS INVITING FULL AND OPEN COMPETITION. The work includes the design and construction renovation of three Bachelor Enlisted Quarters, Buildings 201, 202, and 206 at NAS Meridian, MS. The buildings are two-story, steel frame masonry construction, and contain approximately 5,280 square meters of existing space. The completed project will contain approximately 6,150 square meters. Demolition of existing walls, roofing and building systems (down to the structure and slabs) will be required. New work will include exterior and interior walls, finishes, roofing, plumbing, electrical, HVAC and construction of a new exterior walkway and balcony at the second floor. Related work will include connection to existing utilities, landscaping and site work as required for a completed facility. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered. This procurement will consist of Two (2) Phases. Phase I: Proposers will be evaluated on: (1)Past Performance/Experience and Capability to Perform, (2)Construction Quality Control and Safety and (3) Small Business Subcontracting Effort. The highest rated proposers, not to exceed five, will advance to Phase II. The Government will then request the Phase II proposal. Phase II: Qualified Proposers will be evaluated on: (1)Technical Proposal (which will include Quality of Life, Sustainable Features, Durability, and Small Business Subcontracting Effort) and (2)Price Proposal. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government.
