The Chief Financial Officer of the District of Columbia plans to issue a solicitation to obtain proposals for the provision to the District of equipment and accounts through which the District of Columbia can permit taxpayers to make payments via an interactive voice response system using major credit and debit cards. The selected vendor is to supply all equipment and process the card payments. The interactive voice system shall be available seven days per week, 24 hours a day via a toll-free telephone number. Funds received as a result of credit card payments shall be deposited in an account designated by the District of Columbia within 24 hours of receipt. Sufficient identifying data shall be provided electronically to enable the government to accurately credit the taxpayer's account. To be placed on the vendor's list for this acquisition, the Contracting Office requires interested parties to supply the following information with its request for a copy of the solicitation that is now being developed:a. A full description of similar products and services currently provided to others that perform the basic functions described above. b. Descriptions of variations of fees, charges and cost configurations in place with current or past customers. c. A list of clients with contact names and telephone numbers which the District can use to obtain recommendations. The information is to be sent to the OFFADD address above, to arrive at the destination no later than close of business on 24 December 1997. No scheduled date for the release of an RFP has been set at this time; as a result, no telephone calls will be accepted and no discussions will take place prior to its release.
