issue a Request for Quotation (RFQ) for 200 bridgewire style (AAAM)
flashlamps and 50 sparkgap style (JPATS) flashlamps. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
NASA/JSC intends to purchase the items from Alliant Techsystems per a
justification stating that NASA's X-38 program has baselined laser
firing units utilizing the two Alliant styles of flashlamps for both
the primary and backup parachute deployment systems. The designs of the
2 styles of laser firing systems are proprietary to Alliant
Techsystems. The design of the flashlamp assemblies that are form, fit,
and functionally compatible with the laser firing systems is also
proprietary to Alliant Techsystems. Alliant Techsystems is the only
known manufactuer of the individual lamps that are assembled into the
flashlamp modules. The Government intends to acquire a commercial item
using FAR Part 12. Final delivery of the units is required by April 3,
1998. Interested firms have 15 daysfrom the publication date of this
synopsis on the NASA Acquisition Internet Service (NAIS) to submit in
writing their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
