The National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland is seeking qualified sources for Laboratory Fit-Up and Relocation Services to support the occupancy of the Advanced Chemical Sciences Laboratory (ACSL), currently under construction. The ACSL is a 18,512 gross square meter (7,269 net assignable), state-of-the-art laboratory building constructed to replace the existing Chemistry Building. Upon completion it will house the majority of NIST Chemistry programs. The following schedule milestones are planned: August 1998 -- Award of a Fit-Up and Relocation Services contract; September 1998 -- On-Site preliminary planning and mobilization begins; January 1999 -- Fit-Up and Relocation commences; May 1999 -- Fit-Up & Relocation Services Complete, Building Fully Occupied. NIST is seeking a Contractor(s) or Specialty Contractor(s) who combine the necessary technical, management, and other skills/experience to perform the highly interrelated tasks of: Scientific equipment disconnection including specialty plumbing, HVAC, and electrical Work; Packing and crating of scientific, laboratory, and office equipment; Physical relocation, including moving, rigging, and equipment relocation; Scientific equipment re-connection, including specialty plumbing, HVAC, and electrical work; Equipment installation, re-installation, and set-up; Detailed logistical planning; Trade and professional management; and Coordination of work of all trades and subcontractors. It is anticipated that only one contract will be awarded for all Fit-Up and Relocation services required. Award will be based on the offeror providing the best value to the Government. Both price and technical will be evaluated. Services may be provided by a single contractor or through a contractor/subcontractor arrangement. It is expected that a full-time Project Manager be stationed on-site beginning September 1998 to coordinate the work of the General Contractor and subcontractors (if any) with the work of NIST Facilities Planning and Programming Office, CRSS Constructors, Inc. (Project Construction Manager) and other NIST and contractor personnel as appropriate. This announcement is not a solicitation for price and technical proposals. NIST seeks interested parties who may become potential offerors. A solicitation will be prepared after assessing the level of interest and type of participation that may be forthcoming from qualified parties. Information received by NIST through qualification statements and discussions with potential sources may become an integral part of the final solicitation documents. Interested parties are advised to send a letter of interest and a qualifications/business development package listing a possible approach to this procurement as well as available services needed to occupy a new laboratory building.
