S -- - INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT TO DEVELOP AN OUTREACH/EDUCATION STRATEGY. Notice of intent to negotiate a sole source contract to develop an outreach/education strategy for the NOAA Hawaiian Islands Humpback Whale National Marine Sanctuary. Term of contract will be for one year. Place of performance is Kihei, Hawaii. Contract purpose is to devise and outreach/education strategy for Kauai; develop outreach tools and distribute information materials about the sanctuary to the public on Kauai; provide logistical support to organize, schedule, and involve community participation in Sanctuary meetings and public workshops on Kauai; to write and edit news aticles about NOAA Sanctuary program; and arrange meetings between local user-group representatives, concerned Kauai government officials, and the Hawaii Sanctuary coordinator located in Honolulu. Identified source worked for the Hawaii Office of State Planning which is NOAA Sanctuary's State partner in developing the management plan for the site. Identified source is also familiar with Hawaii State Government and local governments and numerous issues of special interest to Kauai. This is a simplified acquisition with an estimated value of less than $50,000.
