Contract Specialist Susan L. Yarbrough (Site Code DACA05) The
Government intends to award a firm-fixed price contract for operation
and maintenance of the groundwater treatment systems located at the
Defense Distribution San Joaquin (DDJC) installations. DDJC-Sharpe
includes three groundwater treatment systems and DDJC-Tracy includes
two groundwater treatment systems. Operation and maintenance services
for DDJC-Tracy will not be required during the base year, but may be
added during the option years. The selected contractor will be
responsible to provide all preventative maintenance, field calibration,
servicing, and remedial repairs for the groundwater treatment systems.
The groundwater treatment systems include VOC air stripping plants,
central control and monitoring centers, extraction wells, injection
wells, percolation ponds and associated tanks, water and electrical
lines, and chemical sequestration systems. The services will be
provided for one base year and four option years. Option periods may be
exercised solely at the discretion of the Government. The acquisition
method is negotiated procurement. A technical presentation and
price/cost proposal will be required. Large businesses competing for
this project must comply with FAR 52.219-9 regarding the requirement
for asubcontracting plan on the portion of the work it intends to
subcontract. The recommended goals for subcontracting are 55% for small
business; 8.5% for small disadvantaged business; and 3.0% for
woman-owned small businesses. A firm that submits a plan with lesser
goals must submit a written rational to support goals submitted. This
procurement will conducted under SIC code 8999. The size standard for
this SIC code is $5.0 million. Responders are advised that his project
may be delayed, canceled, or revised at any time during the
solicitation, selection, evaluation, negotiation and/or final award
process. The request for proposals will be available and will mailed
out approximately 17 December 1997. There is no charge for the
solicitation. The solicitation must be ordered by the cut-off date of
12 December 1997, to ensure receipt of documents. Orders received
beyond the cut-off date will not be honored. Because a limited number
of solicitation packages will be reproduced, copies are limited to one
