Support Point services are required in the area of Watson, California
for a 5 year period with three 5 year renewal options. The purpose of
this requirement is to obtain the necessary services and facilities to
receive, store and ship two grades of Government-owned petroleum
product (JP5 and JP8) in the Watson, California area. Terms and
conditions applicable to the requirement are as follows: 1. AREA OF
CONSIDERATION: Watson, California. 2. TANKAGE REQUIRED: Approximately
240,000 barrels of storage capacity with a minimum of three tanks
interconnected and isolated from other facilities and products handled
within the tank farm. Tanks must be "drain dry" capable to within one
(1) barrel of product to facilitate change of product. Clause L116.01,
Data Required to be Submitted (included in solicitation). 3. ESTIMATED
THROUGHPUT: Combined (JP5 and JP8) estimated throughput is 3,000,000
barrels for each 12 month contract period. Throughput is computed as
follows: receipts plus issues, divided by two. The estimated throughput
quantity does not include the initial fill of the terminal. 4. GRADE OF
PRODUCT: Turbine fuel aviation, grades JP5 and JP8. 5. RECEIVING
CAPABILITY: Via Government connected pipeline on a 24 hour per day, 7
day per week basis, at a minimum receiving rate of 2,400 barrels per
hour. 6. SHIPPING CAPABILITY: Via pipeline on a 24 hour per day, 7 days
per week basis. 7. ANCILLARY FACILITIES: a. All tanks and facilities
must meet the minimum requirement of the current API standards, the
NFPA codes, and all laws, regulations, etc., applicable to tanks and
facilities of the type to be provided. Cone-roof tanks with interior
floating roof pans are preferred. However, cone-roof tanks without
interior floating roof pans are acceptable. The tanks shall be
interconnected so as to provide the capability of recirculating of
product between tanks. Tanks must have "drain dry" capability (to
within one barrel of product) to facilitate change of product. 8. TO
