Cromer, Grant Officer, USAID/Indonesia, Tel: 62-21-3442211 Ext. 2490, Fax: 62-12-380-6694 (A) On or about December 17, 1997, Request for Application No. Indonesia-001 will be issued by the United States Agency for International Development Mission in Indonesia (USAID/Indonesia). The RFA will request cooperative agreement applications from a wide range of Indonesian and American organizations which are willing to form long-lasting partnerships to work on significant economic management and policy issues under the USAID-Government of Indonesia (GOI)-sponsored Partnership for Economic Growth. All applications should be submitted to the Grant Officer at the date stated in the RFA. Cooperative Agreements may be proposed for any period of time which is not less than one year and not more than three years. Up to four USAID direct cooperative agreements will be awarded from this solicitation. While the total programming cost might be significantly higher, maximum USAID funding for each agreement is $1,500,000. Recipients are expected to contribute non-federal funds to a cost sharing arrangement. Applications for these Linkage Grants will be solicited competitively and evaluated against the criteria specified in the RFA. The Partnership for Economic Growth (PEG) is designed to create and strengthen linkages between U.S. institutions and their Indonesian counterparts who have a strong professional focus on economic policy issues. Particularly, PEG will be interested in those applications which focus on issues related to the primary results of the strategic agreement for economic growth agreed between USAID and the GOI, namely: (1) improved policies and practices to promote increased openness to international trade and investment; and (2) improved policies and practices to promote strengthened domestic economic competition. Since the objective is to promote the sustained exchange of intellectual capital between the two countries on significant economic issues, all applications must involve joint work between at least one U.S. and one Indonesian organization. Partnerships are expected to involve the following sorts of entities: government agencies or departments, universities, private research organizations or think tanks, professional associations, and trade associations. Examples of the types of work which PEG could support are as follows: Continued Trade Liberalization; Small Business Policy Reform; Agribusiness Competitiveness and Trade Liberalization; and Commercial Law.
