for the design of an upgrade of a 16,165 SM Hangar Facility, to include
surrounding site improvements and utility upgrades for the Kansas Air
National Guard, Forbes Field, Topeka, KS. A/E services are required for
Type "A", "B" and "C" Services. The facility contains over 24 different
functional areas, which include maintenance, administrative, training
and ramp parking areas. Project will include remodeling of fire
suppression (AFFF), fire identification and reporting, hangar fire
protection, complete rework of HVAC system for all areas of the hangar,
structural concrete ramp repair, administrative area upgrades, painting
special coating, asbestos removal/encapsulation, cargo elevator
installation, and utility upgrades. selection criteria in order of
importance are: (1) Professional capabilities in civil, mechanical with
emphasis on AFFF Systems, electrical, asbestos removal design, ability
for computer assisted design; (2) Specialized experience with the
design of these types of facility modifications; (3) Capacity to
accomplish the work in the required time frame, with respect to the
scope of work that can be undertaken; (4) Past performance of A/E. The
A/E must provide with SF 254 letters of reference or performance
evlauation reports from at least five prior clients from other than
this agency. Letters must address cost control, quality of work, and
compliance with performance schedules on recently completed contracts;
(5) Location of A/E firm in relation to the project; (6) Volume of
work awarded bt DOD during the prior 12 month period, in consideration
of equitable distribution of work amoung qualified A/E firms. (7)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
The estimated cost of this project is between $5,000,000 and
$10,000,000. A/E firms which meet the requirements described in this
announcement are encouraged to submit Standard Form 254 and 255 for
this specific project. The submittals in 3 3 copies should be sent to
the U.S. Property and Fiscal Office for Kansas, Contracting Officer,
2737 S. Kansas Ave., Topeka, KS 66611-1170. All responses received
within 30 calendar days from date of this notice will be considered.
