D -- WWW ACCESS TO DIGITIZED IMAGES OF FEDERAL CAMPAIGN FINANCIAL REPORTS DUE 120897 POC J. Pehrkon, C.O. (202)219-3600 The Congress has authorized $300K for the following system to be developed. The system must be operational by January 2, 1998. The system when complete will provide Internet WWW access to digitized images of indexed federal campaign financial reports. It will be capable of uploading Group-3 TIFF standard images electronically from a holding server located at the FEC. It will provide daily updates to an Internet Web Server, reflecting the most current FEC reports The system will have the capability to retrieve images based on an indexed data base of all available reports. The browsing community must be able to access the digitized images by querying the report database and viewing the images. Since 1993 FEC has imaged 2.071 million pages. FEC expects to digitize approximately 1.1 million images in 1998. System must be ready for operation by January 2, 1998 . The FEC requires a systems life of 18 months. The FEC intends to negotiate a responsive unsolicited proposal received to satisfy the above need. Any objection to the award of the unsolicited solution must be received at FEC by December 8, 1997 by 10:00 a.m. EST (EDT) and, due to urgency, contain a detailed description and demonstration of the feasibility of any alternative solution (to include meeting the required timeframes). This submission must indicate relevant experience and be sufficient to serve as a basis for a contract award, based upon best value to the Government, without further discussions.
