pearson_d@crane.navy.mil. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This procurement is unrestricted. This announcement constitutes
the only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation Number N00164-98-Q-0047
is issued as a Request for Quotation. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-01 and Defense Acquisition Circular 91-12. The
Standard Industrial Classification Code for this procurement is 8711
at 2.5 million. This requirement is for services which is in accordance
with the statement of work listed below. This requirement will be
negotiated with one company only, Semcor, Inc., 815 E. Gale Drive,
Mount Laurel, NJ. Semcor has the system knowledge and expertise to meet
the 60 day delivery date. This will be negotiated at a firm fixed price
contract and will be awarded utilizing Simplified Acquisition
Procedures. The shipping terms will be F.O.B. destination, Naval
Surface Warfare Center, Crane IN. The required delivery date is 60 days
after receipt of order. The requirements are as follows: Scope This
Statement of Work (SOW) describes the requirements to demonstrate that
Commercial-Off-The-Shelf (COTS) technology, hardware and software is
available to mitigate the AN/WLR-1H(V)5 ESM system support problems due
to equipment obsolescence, cumbersome operator controls, and outmoded
displays. Other objectives of this demonstration are to show that the
use of COTS hardware can reduce operator workload, improve situational
awareness, improve system performance, and improve reliability. This
demonstration will also highlight the open architecture and expansion
capability of the COTS system. It is planned that the requirements
given in MIL-STD-2036, regarding COTS/NDI use, will be applied to this
program. COTS/NDI requirements given in lower level specifications and
standards will be similarly applied. Requirements The Contractor, at
his facility, shall assemble all hardware, software, displays and
test/simulation equipment required to demonstrate performance of data
processors, displays, controls and recorders as defined in the
following paragraphs. The final demonstration shall be conducted at a
Government designated facility in the Washington D.C. area.
Demonstration shall occur 60 days after receipt of order. Signal
Processing Requirements Processing of simulated received signals shall
be demonstrated per requirements described in "AN/WLR-1H(V)5
Functional Requirements Document . NSWC Crane will provide the
parameters for a set of Government requested test signals. The
Government test signals required to be demonstrated will be a minimum
of twelve test signals and a maximum of thirty-five test signals. These
test signals will be within the range of signal parameters of
Attachment. The contractor may provide a minimum of ten additional test
signals of theirchoosing. System Display Requirements System displays
of simulated, processed signals shall be demonstrated. This requirement
also includes the aural presentation of simulated signals. System
Control Requirements The system control requirements shall be
demonstrated using simulated signals and simulated system control
conditions. At a minimum, the following items will be demonstrated
-Antenna control-Threat Library Upload-Threat File Display and
Manipulation-Media and required format for Threat Library-Comparison
between COTS displays and the present (V)5 displays. Data Recording
Requirements Recording requirements as described in Attachment (1)
shall be demonstrated with operator option of selecting a single page
of data or printing out the entire emitter file of data. Appropriate
security classification will be automatically generated and identified
on all print outs. Human-Machine Interface (HMI) Requirements The
Contractor shall demonstrate, by the layout design of display, control
and recording equipment, a recommended, optimal console for
efficiently performing the duties of the AN/WLR-1H(V) operator.
Demonstration Plan The contractor shall provide a plan which describes
in detail the signal sources and the display, control and recording
facilities to be demonstrated. This plan shall also include drawings
which detail the interfaces of the demonstration model. This plan shall
be provided to the Government no later than 15 days prior to the
scheduled demonstration. Reliability and Maintainability Requirements
The contractor shall discuss the applicability of the proposed COTS
equipment to the reliability and maintainability requirements of
MIL-STD-785 and MIL-STD-470 respectively. Presentation should include
data derived from similar, previously deployed COTS equipment. Built In
Test/ Built In Test Equipment COTS equipment shall demonstrate a Built
In Test/ Built In Test Equipment (BIT/BITE) capability. Logistic
Support Requirements The contractor shall present corporate
capabilities/experience in providinglogistic support to the proposed
modifications in the areas of Technical Manual Revisions, Revised
Training Materials, Spares Provisioning Documentation. Engineering
Report Following the demonstration, the contractor shall submit an
engineering report which documents the results of the demonstration
with specific reference to: System Display Requirements ; System
Control Requirements; Data Recording Requirements; Human-Machine
Interface (HMI) Requirement; Reliability and Maintainability
Requirementsl; Built In Test/ Built In Test Equipment; Logistic Support
Requirements Travel Travel between the contractor's and subcontractor's
facilities and the Government in the Washington D.C. area, NSWC Crane
IN, or ships stationed in Norfolk VA, will be required in the process
of completing the requirements of this order. FAR Clauses/Provisions

amended (41 U.S.C. 351 et. Seq). Offerors responding to this
announcement must provide the information contained in 52.212-1,
Instruction to Offerors -- Commercial items and must include a
completed copy of provision 52.212-3, Offeror Representations and
Certifications -- Commercial items. The offeror should also provide its
Commercial and Government Entity (CAGE) Code, Contractor Establishment
Code and Tax Identification Number. If a change occurs in this
requirement, only those offerors that respond to this announcement
within the required time frame will be provided any changes/ amendments
and considered for future discussions and/or award. All responsible
