The National Highway Traffic Safety Administration (NHTSA) intends to
solicit and negotiate with the Auto Club of Southern California (ACSC),
to provide data on potential safety defects in late model year motor
vehicles. The Highway Safety Act requires that NHTSA investigate
safety-related defects. Reports received from vehicle owners are used
to determine whether a safety defect trend exists or is developing. The
motor vehicle and motor vehicle equipment defect reports received from
vehicle owners have assisted in initiating over eighty percent of the
investigations which have resulted in safety-related defect recalls.
The Contractor will be required to mail two 50,000 mailing information
packets to its members each year for three years. ACSC has within its
automated files, names and addresses of over 600,000 vehicle owners
who are members of its club. Its membership is located in unique
geographical areas where all types of driving conditions are
experienced and their membership covers a board spectrum of drivers.
The contract period will be for one year with 2 one year options.
Interested parties that have the necessary labor, materials and
facilities to provide support services must respond in writing to this
announcement within fifteen (15) calendar days from the publication
dated in the CBD. Responses must include a capability statement
describing facilities, personnel and other features showing how the
above stated requirements would be met. All capability statements
submitted will be considered. In the absence of qualified responses to
the announcement within the time frame specified, negotiations will
begin on a sole source bases with the Auto Club of Southern California.
