69 -- DISTRIBUTED MISSION TRAINING OPERATIONS AND INTEGRATION (DMT O&I) EFFORT SOL F33657-98-R-0010 POC Richard Stem, Contracting Officer, (937) 255-9660, ext 219, fax (937) 656-7538/Brent Gibson, Team Lead, (937) 255-9600, ext 497 The Training Systems Product Group (TSPG) Distributed Mission Training (DMT) program team is seeking information from potential sources for the DMT Operations and Integration (O&I) program. This procurement will utilize an electronic bulletin board for the bidders library in an effort to streamline the communication process between the Government and industry and is accessible through the World Wide Web on the Pre-award Information Exchange System (PIXS) at the following Internet address, http://www.pixs.wpafb.af.mil. The program title is "DMTONI." For questions concerning operation of the PIXS system contact the system administrator, Mr. Johnny Harshbarger, at (937) 255-2739. The anticipated acquisition strategy for the DMT O&I program is for a two phase, down select acquisition. Phase 1, a 6 to 12 month effort, is expected to result in selection of two Prime contractors, selected under a full and open competition, that will aid in the development and refinement of the concept of operations (CONOP), and architecture for the DMT Network. Phase 2 will establish the long term, potentially up to 15 years, program to develop, implement, and operate the DMT network. The Phase 2 portion of the program will be awarded to one of the contractors selected in Phase 1 based on a pre-determined evaluation process designed to select the contractor that provides the best overall value to the Government. More specifically, the DMT O&I program, in conjunction with existing and future Contracted Training Simulation Services (CTSS) providers, will develop, establish, implement, maintain, and operate a DMT network providing multiple interactive, high fidelity, real-time network links for training operational aircrews. The DMT network will provide real-time network connections for multiple, geographically separated, similar and dissimilar aircrew training simulators, battlestaff command, control, communication, and computer (C4I) elements, and constructive simulation systems. The DMT O&I contractor will be the master architect and integrator of a system of training systems that will be networked worldwide. The DMT O&I contractor will ensure operational stability of network requirements, define interfaces standards, and ensure sufficiently correlated threat, terrain, and weather databases among the various systems forming the DMT network. Companies interested in proposing as the Prime for the DMT O&I should submit a capability statement describing how you, or your team's, unique capabilities can overcome the technical challenges associated with designing a global network that satisfies Air Force DMT training requirements. The capability statement should address how your company, or a team lead by your company, will address and solve perceived technical and systematic problems. The capabilities statement should also address any significant or unique capabilities, or experience, your company, or team, could bring to bear on fulfilling the DMT requirement described above. Capability statements should not be more than 10 pages in length single sided, double spaced, on standard size paper, using No. 10 Courier New font. Request you submit the abstracts by close of business 12 December 97 to the attention of Mr. Richard E. Stem at the address provided above. This is not a request for proposal. Do not send price proposals. In keeping with the DMT program team's commitment to acquisition streamlining the team is considering the use of commercial procedures in the acquisition of the services described above. One of the key elements in effectively utilizing FAR Part 12 commercial procedures involves conducting sound market research early in the acquisition process. In that vein we request companies provide the following information to assist us in our market research: a) Information concerning the scope, period of performance, and dollar value about actual commercial networking efforts you have participated in or are knowledgeable about similar to the DMT O&I program. This information should be provided with the capability statement, but will not count against the page limitation for the statement; b) Samples of standard commercial practices and/or commercial contract terms and conditions which you may have used in previous commercial contracts which the Government may consider in developing the solicitation and model contract ( specific areas of interest are commercial practices in quality assurance and warranties, financing and billing arrangements, associate contractor agreements, and procedures for service provider upgrades to training capabilities). As a result of the inextricable link between the O&I provider and the providers of the CTSS, such as the F-15C Training Simulation Centers, there may be an organizational conflict of interest should the same contractor be both the DMT O&I provider or a subcontractor having a dominant influence on DMT network design efforts (hereafter referred to as an effected subcontractor) and a CTSS provider. As a result, any potential offeror for either prime contractor or effected subcontractor for the DMT O&I effort, who is currently a CTSS provider or contemplates competing for future CTSS contracts or other related DMT efforts, will be required to submit a written OCI risk mitigation plan which addresses the measures the contractor would take to mitigate any conflict of interest arising from dual roles as O&I provider and CTSS provider. A draft of the Contracting Officer's determination of the OCI is located on the PIXS as "OCI Analysis.doc." The risk mitigation plan for a prime contractor will also need to address or incorporate a mitigation plan for an effected subcontractor if appropriate. The date for submittal of the risk mitigation plan will be provided at the DMT O&I Industry Day (see below) and in a separate CBD announcement. The OCI Risk Mitigation Plan, in necessary, will need to be approved by the Government prior to release of the DMT O&I solicitation. The plan will be incorporated in the resulting DMT O&I contract(s). Lacking an approved plan or where a plan is not necessary, the selected DMT O&I contractor(s) or effected subcontractor(s), their parents, affiliates, divisions and subsidiaries, will most probably be precluded from award of future CTSS contracts and contracts for other related DMT efforts. The DMT program team is conducting an Industry Day on 18 Dec 97 in the Civil Engineering Auditorium at the Air Force Institute of Technology (AFIT), building 643 room 120. We request you complete a Record of Attendance form (on PIXS as IndusDay.doc) prior to arrival and turn the form in at Industry Day. Discussions during industry day will center around the technical requirements for DMT O&I, the OCI issues, and the anticipated acquisition strategy being contemplated by the Government.
