Swanson, Contract Specialist, (931) 454-7841 This requirement is for the manufacture of replacement rotor and stator blades for axial flow compressors in the Propulsion Wind Tunnel Facility at Arnold Engineering Development Center (AEDC). The contractor shall supply all labor, materials, and equipment to fabricate, inspect, and deliver to AEDC a set of blades, including washers and nuts, according to drawings and specifications. Each set of blades for the 1409 axial flow turbo compressor contains 383 blades, and the set of blades for the 1309 axial flow turbo compressor contains 450 blades. The blade materials shall, at a minimum, exhibit the following physical characteristics: ultimate tensile strength 105,000 psi; yield strength (0.2% offset) 85,000 psi; elongation in 2 inches -- 20%; Reduction in area -- 60%; impact values (Charpy "V" notch) 70 degrees F -- 50 ft/lbs; impact values (Charpy "V" notch) -20 degrees F -- 20 ft/lbs. Special standards of responsibility apply to this acquisition in accordance with FAR 9.104-2(a). The following special standards apply: experience in the forming, machining, and fabrication of compressor rotor blades. A five-year indefinite delivery, indefinite quantity contract is contemplated.
