Economic Development Corporation (EDC), on behalf of the City of New
York, is seeking to retain professional services for a Major Investment
Study of cross harbor freight movement. This federally and locally
funded project (PIN X500.19) will examine freight movement and
recommend a preferred alternative that could improve freight movement
into, around, and out of the New York City region. Based on an analysis
of forecasted freight volumes, engineering characteristics and costs,
environmental and economic impacts and financial feasibility, the
project will recommend a preferred tranportation alternative(s) for an
EIS. EDC is seeking firms with demonstrated experience in freight
movement logistics and modeling; engineering; transportation planning;
environmental assessment; economics; finance; knowledge of federal,
state, and city environmental review requirements; public
participation; management of large-scale infrastructure planning
projects and public-private partnerships. Potential firms should have
experience in the following professional services, including managing
a public participation program; documenting existing needs and
conditions of regional freight movement; conducting a freight market
analysis; developing and applying a freight modal diversion model;
developing freight movement alternatives; examining engineering
requirements; conducting environmental assessments; conducting
performance, economic and financial evaluations; and assessing
opportunities for public-private partnerships in construction and
facility operations. The study is anticipated to start in March 1998
and take 24 months to complete. The anticipated total work effort of
the successful firm is 60,000-80,000 person-hours. Interested firms
should submit a one-page Letter of Interest (LOI) to Margaret Temple,
Contracts Division, NYCEDC, 110 William Street, NY, NY, 10038. LOIs
must be submitted to EDC no later than 4:00 p.m. on Tuesday, October
21, 1997. All firms submitting an LOI will be issued an RFQ when it
becomes available. The RFQ will contain further information on the
