The Bureau of Reclamation anticipates awarding a COMPETITIVELY NEGOTIATED contract for the implementation of a 5-year Cowbird trapping program on the San Pedro River in Arizona. The program shall be designed and carried out with the objective of satisfying the reasonable and prudent alternatives outlined in the 1996 biological opinion on the modified Roosevelt Dam. Cowbird trapping on the program shall be performed annually during the period of April through mid-July of each contract year. Principal features of the work consist of preparing and submitting a cowbird program design which discusses, in detail, the assumptions and planned approaches that will be followed to effectively translate broad objectives and goals into useful information and data gathered from Cowbird trapping activities; performing Cowbird trapping in accordance with the contractor's program design and schedule within the required annual trapping season (April through July); preparing and submitting after-action weekly and annual Cowbird trapping activity/summary reports to the Government; coordinating with and providing notification to landowners concerning scheduled Cowbird trapping scheduled on or near their land; and submitting survey and testing reports, monthly progress reports, and annual contract activity summary reports. The location of work to be performed shall be the upper and lower San Pedro River and, as determined necessary, in other selected areas within the state of Arizona. This package will be available on or about DECEMBER 15, 1997. There is no charge for the first copy of the solicitation, however, additional copies of the solicitation will be available for a non-refundable fee of $4.00.
