THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR THE FABRICATION OF HONEYCOMB DECKS WHICH WILL BE USED ON THE PRIMARY STRUCTURE OF THE MICROWAVE ANISOTROPY PROBE (MAP) SPACECRAFT. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The following changes have been made: 1) The Statement of Work (SOW) has been changed to reflect the new required delivery time of 18 weeks after receipt of order (ARO); 2) The SOW has been changed to reflect the change in cleanroom requirements from class 10,000 to class 100,000; 3) The Government shall now make award of orders on a best value basis. The characteristics to be considered are: A) Ability to deliver on a schedule of 18 weeks. Accelerated delivery will be considered favorably. B) Experience and heritage with composite lay-ups related to this requirement will be considered in the selection decision. 4) To facilitate the selection process, the offerors shall commit to a delivery in their quote and provide a narrative, not to exceed two (2) pages, that establishes their experience and heritage with composite lay-ups. NOTE: In accordance with FAR 13.106-2(b), comparative evaluation of offers will be conducted. Multiple awards may be made. Quotation revisions are to be submitted not later than 12:00 p.m. on December 4, 1997. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 09/30/97.
