Architect-Engineer Services. The Allegheny National Forest intends to procure professional surveying services for boundary line location, marking and posting, property corner search, monumentation or maintenance, and related miscellaneous work, through an indefinite quantity contract. The work is located in Elk, Forest, McKean, and Warren Counties, Pennsylvania. The Government guarantees to purchase a minimum dollar amount of services of $5,000.00, the total amount not to exceed $100,000.00. Contract time estimate is 365 calendar days, planned start work date, January 1, 1998, with 4 option years of 365 days each. Firms will be evaluated based upon the following criteria, with 1-6 being of relatively equal importance, and approximately twice the importance of criteria 7-8. (1) Professional qualifications necessary for satisfactory performance of required services (Show PLS number and date of licensure); (2) Specialized experience and technical competence in the type of work required (Show location and number of miles of similar boundary retracement); (3) Capacity to accomplish the work in the required time (Show number of people/crews available); (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of qualifications of proposed key personnel including specialized technical skills (education and work experience of crew chief); (5) Percent (~%) of field work Land Surveyor will personally inspect (boundary evidence evaluation, monumentation, final marking and posting); (6) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (7) For a SF-254 and a copy of the evaluation criteria, please contact Sandy Font at (814) 723-5150, X-169.
