70 -- LEASE OF CODE V SOFTWARE FROM OPTICAL RESEARCH ASSOCIATES NASA/GSFC intends to issue RFO5-08701 to Optical Research Associates (ORA)located in Pasadena, CA, pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. This procurement is for the acquisition of software leases and support for Code V. The contract is for one year with four one year options. Code V is the only software compatible with currently installed software used to support the Hubble Space Telescope. Code V is the only software which can interface with over 100 existing optical models developed using Code V. Since Code V is proprietary software, ORA is the only firm capable of providing the software and to support NASA/GSFC's existing models with NASA,and other Government agencies. All responsible sources may respond by submitting a written narrative statement, including detailed technical information, and other technical literature demonstrating its ability to meet the above requirement. This requirement shall be submitted within 15 days of this notice to the above address. Responses shall clearly identify the offerors ability to provide the required support, and training. The response shall be sufficient to permit agency analysis of to establish a bonafide capability to meet these requirements. It is requested that pricing data be included as part of the response, including terms and conditions.
