Administration (NOAA), Eastern Administrative Support Center (EASC),
Norfolk, VA has a requirement to acquire mission support services under
procedures for full and open competition for the National Climatic Data
Center (NCDC) in Asheville, NC. The service areas include the
following: (1) Data Entry Services (keying of environmental and
administrative data); (2) Mail Services (handling incoming, internal,
and outgoing mail, as well as publications labeling and distribution);
(3) Copy Service (operation of Copy Center and maintenance and
supplies for all NCDC copiers and microform reader-printers); (4)
Records Preparation for Filming (trimming and other page enhancements,
as well as microfiche layout); (5) Maintain Small Computer Equipment
(PC and workstation maintenance and parts and 8mm tape drive
maintenance); (6) Computer Support (operate computer systems and
maintain and operate digital media library); (7) Provide Miscellaneous
Climate Services Division Support (deliver incoming fax orders to NCDC
customer servicing personnel, fax products to customers, and maintain
reference and customer correspondence files); (8) Process Subscription,
Satellite, and Tailored Digital Orders (maintain subscription
databases, perform browsing of imagery and retrieve satellite data and
products from digital or hard copy files in filling satellite orders,
produce runstreams to extract data in filling digital orders); (9)
Fill Customer Standard Product Orders; Assemble and Package Orders for
Mailing (fill orders for paper copies of environmental records, copies
from microfiche, publication copies, and off-the-shelf products such as
CD-ROMs); (10) Incoming Records Services (open record packages, check
into automated inventory system, and process and file records); (11)
Maintain Manuscript, Microfilm, Master Publication, and Station History
Archives (update inventory management system that tracks record box
location, maintain archival files and provide security for records, and
monitor the environment in archival areas); (12) Photography and
Photographic Processing (film records for microfiche production,
produce film copies of roll film and microfiche, produce radar
projection prints, provide photography for special events, groups, and
individuals, and provide design support, publication composing, and
associated products using NCDC's digital imaging system); and (13)
Miscellaneous Technical Support Services (optional). The contractor
shall provide all labor, supervision, and management, as well as
equipment and supplies (unless government furnished), required to
perform the services on-site in Asheville, NC. This is a combination
firm fixed price/indefinite quantity type contract for a base period of
one year with options to extend for an additional four years. The
Request for Proposal (RFP) will consist of a written technical,
management, and cost proposal followed, after the first round of
evaluations, by an oral technical presentation by those offerors in the
competitive range. A pre-proposal conference and site visit will be
scheduled and held at the NCDC. All responsible sources may submit an
