Supplemental Architect-Engineer (A-E) contract for performance of
multiple Mechanical/Electrical Engineering design, design review, and
related services in connection with construction projects, surveys,
studies, cost estimates, construction inspections, preparation of
invitations for bids and request for proposals, and the like for the
National Capital Region's (NCR) Engineering Services Branch,
Solicitation No. GS11P98EGD0004. The nature of the professional
services which the A-E will provide under this contract include
architectural, historic preservation architecture, structural, civil,
mechanical/electrical, elevators, cost estimating, fire and life
safety, asbestos removal, design of handicapped facilities,
landscape/site improvement studies as appropriate to design,
engineering surveys/reports, certified roofing consultants, feasibility
studies, and the like. Services may include preparation of reports,
preparation of contract documents including design, provision of post
construction contract award services (PCCS), review of shop drawings,
and may also require construction inspection services. Additionally,
emergency surveys may be required under this contract. All services
will be procured through the issuance of work orders. Duration of the
contract shall be one (1) base year and four (4) option years,
estimated at $1,000,000 per year, for a total estimate of $5,000,000
over a period of approximately five (5) years. Consideration for this
project is limited to firms or joint ventures (either with consultants)
located within the District of Columbia, Montgomery and Prince George's
Counties in Maryland, the cities of Alexandria, Falls Church, and
Fairfax in Virginia, and the counties of Arlington, Fairfax, Prince
William and Loudoun in Virginia. The evaluation criteria for selection
are as follows: I. PROFESSIONAL QUALIFICATIONS: A. Relevant key
individual experience and professional qualifications. B. Team
experience and accomplishments on similar projects that represented a
major interest in Mechanical/Electrical design and design review
services. II. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: A.
Suitability of firm's previous concentration to the type of work
required for this contract. B. Based on specific examples shown, does
the firm provide a well organized, accurate, and fully coordinated set
of construction documents. C. Firm produces drawings in Autocad and
uses metric units of measurement. III. CAPABILITIES OF FIRM: A.
Capacity to accomplish all project services in the required time,
sufficiency of staff and technical resources available not committed to
other contracts to complete this contract. IV. PAST PERFORMANCE: A.
Acceptable performance on past contracts in terms of programming and
compliance with performance schedules. This evaluation will be based on
the submittal of references for the last three contracts for similar
work. If possible, at least one reference should be for work with a
federal agency. The references should include the name of the client,
a contact person and a telephone number. B. Evaluation of a sample
drawing pertinent to the requirement of this solicitation. Examples of
drawings include chiller and switchgear replacement, HVAC controls and
energy management and power systems, boiler and boiler control
repair/replacement, HVAC and plumbing support for tenant alterations.
Sample submittal should include name, address and phone number of the
client. Firms having the capability to perform the services described
in this announcement should respond by submitting a completed SF 254,
dated not later than six months prior to the date of this synopsis, for
the firm, consultants, and joint ventures. Firms must also submit a 255
that should include project samples. Firms must separately address the
evaluation factors and relate where information can be found in the
submittal package relevant to each evaluation factor. The submittal
package should be forwarded by a cover letter that references the
solicitation number. The submittal should be bound in 8-1/2" X 11"
format, the total submittal shall not exceed fifty (50) pages,
exclusive of the project sample. Submissions shall be made to : General
Services Administration, Seventh and D Streets, SW, Bid Room 1065,
Washington, DC 20407 by 3:30 pm local time. The following must be on
the outside of the envelope; 1) Solicitation title/number, 2) Due date,
and 3) Closing time. Late submissions are subject to FAR provision
