of a commodity contract to be obtained using commercial practices in
accordance with the format in FAR 12.6, as supplemented with additional
information included with this notice. This announcement constitutes
the only solicitation; quotes are being requested and a formal
solicitation will not be issued. This solicitation, number
F0863798QN081, is to be issued as Request for Quotation (RFQ). This is
a 100% small business set-aside, firm-fixed price contract. The
Standard Industrial Classification (SIC) Code is 5045, with a business
size standard of 500 employees. (A). Schedule: Contract Line Item
Number (CLIN) 0001 -- The contract will be for Telephone Record Keeping
Software needed to track information on a Digital Multiplexing Switch
100. (CLIN) 0002 -- Callcap Billing System. (B) Performance Work
Statement: This is a military switch with 5120 lines, with a 1280 line
Remote Line Module (RLM) located at Tyndall Air Force Base, and a
Stored Logic-1 (SL-1) switch will 800 lines. Shall include the
following features: A 20 user pack, but shall be upgradeable to a 100
user pack; handle multiple sites within the same program; user defined
screens, have the ability to have screens defined by the user (up to
50); capacity to handle 1 Billion Cables, and 9 Million Cable Pairs;
the exchange portion must handle 2.6 Billion phone numbers; track jobs
over multiple sites; Job Log (5 years), provide statistical data
analysis of the information archived: number of jobs, total hours job
has been logged in, lowest job, average time a job has been logged by
user; job log shall have a QUERY BUILDER, the ability to bring up user
defined/customized reports. A journal file for both the job control
log and the attendant console log. This allows both work areas to use
the computer for their respective journal files versus a typewriter.
Password protected by workstation and user. A backup utility, built in,
that will transfer the information to another computer. The billing
system shall have ITEMIZED CALL REPORT, this columnar report provides
a detailed list of reportable calls placed from a Directory Number.

evaluate offers and award a contract without discussions. Therefore,
qualified contractors should submit a quotation for CLIN 0001, CLIN
0002, each with the best possible price. No partial bids will be
accepted and the Government may reject any or all offers if such
actions are in the public's best interest. This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-2. The provisions at FAR 52.212-1,
Instruction to Offerors-Commercial Items, and FAR 52.212-2,
Evaluation-Commercial Items, apply to this solicitation. The following
factors shall be used to evaluate offers; stated in terms of relative
importance in descending order: (i) technical (capability of the item
offered to meet Government requirements (ii) price. The clauses a FAR

Contract Terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items, apply to this acquisition [this

Offerors shall submit product literature / technical data necessary for
technical evaluation. Offerors are to include a completed copy of the
provisions at FAR 52.212-3, Offer Representations and
