54 -- HIGH MOBILITY MULTI-PURPOSE WHEELED VEHICLE (HMMWV) VARIANT CARGO BED COVER (CBC). SOL DAAN02-98-R-2007 DUE 022098 POC Contract Specialist EMILY A. SMITH (508) 233-4368 Facsimile (508) 233-5286 (Site Code DAAK60) The U.S. Army Soldier System Command (SSCOM) has a requirement for the procurement of a Cargo Bed Cover (CBC) for the High Mobility Multi-Purpose Wheeled Vehicle (HMMWV). The Government anticipates that this acquisition will result in a single award, utilizing the best value concept, of a Firm- Fixed-Price/Requirements contract consisting of a Basic Ordering Period with four Optional Ordering Periods, not to exceed 60 months. The Basic Ordering Period will consist of an estimated quantity of 50 Low Rate Initial Production (LRIP) units for First Article Test and Field Evaluation. Each Optional Ordering Period will consist of an estimated quantity of 480 CBC's. This acquisition will be conducted on a full and open competitive basis; however, it will include Small and Small Disadvantaged Business Subcontracting Goals. NOTICE: In accordance with Federal Acquisition Regulation (FAR) Part 15.202- ADVISORY MULTI-STEP PROCESS, the Government invites potential offerors to submit a concept paper, limited to 5 pages in length, describing their technical concept (proposed design, type of material, approach in meeting the performance specification, and design verification approach and capabilities); projected unit price for the CBC for the basic ordering period and production (supporting cost/pricing data is not required or desired); and the projected delivery schedule in terms of capability of producing the minimum and maximum number of CBCs per month with the anticipated lead time. Copies of the Performance Specification are available, and firms requesting a copy shall submit the request in writing or by E-mail. Telephone calls will not be accepted. The Government will evaluate all concept papers submitted and provide a written response to the offeror within 10 days of receipt of the concept paper. The Government may also conduct one-on-one meetings, for the purpose of further discussion, with those offerors who submitted a concept paper. The purpose of this process will be to inform potential offerors whether or notthe Government believes they will be a viable competitor in this acquisition and the reasons for that opinion. This process will not preclude offerors from participating in the acquisition. Concept papers will be accepted until January 7, 1998. A Draft Request For Proposals (RFP) will be available on or about December 19, 1997. Firms requesting a copy of the Draft RFP shall submit the request in writing or by E-mail, telephone calls will not be accepted. The Final RFP is scheduled to be released on or about January 21, 1998 with a closing date of February 20, 1998. Requests for the Final RFP shall be in writing or E-mail, telephone calls will not be accepted. All firms that requested the Draft RFP will be included in the mailing of the Final RFP, a separate written request is not required.
