Western Area Power Administration (Western) has a requirement for a
contractor to provide all the labor, materials, equipment, and other
resources necessary to complete Yellowtail Substation, Stage 06. The
work consists of and includes removing or cutting off concrete
foundations; removing electrical equipment; removing and relocating
steel structures; excavation for substation site; excavation of borrow;
excavation for foundations, trenches, construction embankments,
backfill, and gravelfill; gravel surfacing and soil-applied herbicide;
oil containment; modifying existing cable trench and existing
foundations; removing oil storage tanks and oil-contaminated soil;
removing existing gravel surfacing and berm; foundations for steel
structures; electrical equipment, and service building; precast
concrete pull box; duct bank; precast concrete cable trench; galvinized
welded steel structures; modifying steel structures; installing
Government-furnished power circuit breakers, metal-clad switchgear, and
duplex switchboards; furnishing and installing disconnect switches,
coupling capacitor voltage transformers, station service transformers,
(pad-mounted) with manual transfer switch, and outdoor ac distribution
panel boards; furnishing and installing grounding system, conduit,
insulated conductors and cables, bus systems, substation signs, safety
switches, and cable terminators; furnishing, installing and
terminating fiber optic cable; constructing concrete foundations for
microwave waveguide channel supports, and waveguide ladder; designing
and providing waveguide channels and supports; providing grounding;
installing Government-furnished material for microwave facilities;
providing other required material to complete microwave facilities; and
constructing a 50-foot by 26-foot service building. This project is
located 35 miles southwest of Hardin, Montana in Bighorn County,
Montana. The estimated order of magnitude of this project is between
$500,000 and $1,000,000. The solicitation and specifications and
drawings will be issued in hard copy FREE OF CHARGE. NOTE: In
accordance with Western's Acquisition Handbook, "Western procurement
officials shall limit availability of solicitations". Therefore, only
A LIMITED NUMBER of copies of this solicitation will be available to be
distributed by this office. Copies of this solocitation will be issued
on a "first-come first-served basis". Additional copies of this
solicitation will be available through various "PLan Holders Rooms".
All work for all of the Contract Line Item Numbers (CLIN's) must be
completed NLT within 365 calendar days. Western issues a "Notice to
Proceed". All the CLINs will be delivery FOB destination. There will be
only one award made from this solicitation. Therefore, all Bidders must
submit their bids on an "all or none basis". This solicitation will be
issued on or about December 22, 1997. The projected bid opening date
is on or about January 27, 1998. This proposed procurement is
unrestricted (full and open). All responsible Business Concerns may
submit a bid which shall be lconsidered by this Agency. All requests
