Tobacco and Firearms is seeking sources to further develop the crisis
negotiation training program that has been designed to prepare our
special agents to deal with barricase/hostage situations effectively.
This training program will be for members of ATF's Crisis Negotiation
unit and may later be delivered to all special agents. Training will be
primarily based in Fort McClellan, AL, but training may need to be
conducted at any of ATF's locations, nationwide. The contractor should
possess the following minimum requirements: 1. Be recognized as a
crisi/hostage negotiator in the law enforcement community; 2. Have
extensive crisis/hostage negotiator training; 3. Possess a secret level
clearance; 4. Be available to travel; 5. Be able to prepare lesson
plans; 6. Have tactical training. There is no solicitation document

send a letter of interest and capabilities to the contract specialist
at the above mentioned addressed no later than 3:00 P.M 12/16/97.
