(USSOCOM) intends to negotiate on a sole source basis with a foreign
source, ML Aviation Limited, under the Foreign Comparative Testing
Program under the authority of 10 U.S.C. 2304 (c)(1) and FAR Part
6.302-1; only one responsible source and no other supplies or services
will satisfy agency requirements. This procurement is for the
refurbishment of a U.S. Government-owned Super Barricade Decoy System
Launcher System including the launcher, control unit, magazine lockers,
ETUs, safety switches, and 75 rounds of ammunition. Included in the
basic contract will be technical support from the contractor during
test, installation, and integration of the system. This system will be
installed and tested on board a Patrol Coastal ship of the Cyclone
Class. Options will be provided for up to 14 additional follow-on
systems and stair-step quantities of rounds pending successful
completion of testing. The duration of the contract is expected to be
six years. This requirement was initially adveertised for potential
sources sought in the July 1, 1997, Commerce Business Daily, Issue No.
PSA-1878 by the Commander, Naval Sea Systems Command. All responsible
