Q -- GENETIC TESTING SERVICES POC Amy Andre, Contract Specialist, 301-443-2475, Margaret Kelly, Contracting Officer, 301-443-2475 Part 1 of 2 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information pertaining to FAR Part 14, Sealed Bidding included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-01. This combined synopsis/solicitation is open to both large and small business concerns. The Standard Industrial Class (SIC) number is 8071 and the small business size standard is $5 million. Solicitation number 98B000002 is issued as an invitation for bid (IFB) for genetic testing services. The contractor shall receive all referrals for services from the Department of Human Services (DHS), Office of Paternity and Child Support Enforcement (OPCSE) and shall establish and maintain an up-to-date accurate systemto record referrals for service from the DHS, OPCSE. The contractor shall provide genetic testing services for approximately 2700 specimens a year. On a yearly basis there are approximately 900 contested paternity cases filed with OPCSE. The testing shall be provided for each of the following individuals per case: mother, father, and child. Specify the UNIT PRICE for each DNA test $__ __ for the base year and a separate UNIT PRICE for each DNA test $____ for each of the four option years. The non-invasive method of DNA analysis testing shall be employed. The DNA testing shall conclude at exclusion or when 99% probability is reached. The contractor shall state its ability to obtain specimens through non-invasive or minimally invasive means and be capable of providing the following tests: DNA Probe (Buccal Swab); Red Cell Antigen; Human Leukocyte Antigen; and Enzymes and Proteins. The contractor shall provide genetic test reports on paternity evaluation which includes the following: results of the genetic marker for each person tested for each genetic system evaluated; paternity index for each test performed; combined paternity index for all the tests performed; relative probability of paternity for the alleged father expressed in both a percentage and a written opinion; cumulative exclusion rate for each test performed; and race of each person tested. The contractor shall directly handle all related inquiries and complaints from individuals referred by the District of Columbia Government, Office of the Corporation Counsel (OCC) for testing. The contractor shall provide notification to the OCC of appointments not kept by those referred for testing. A copy of said notices shall be forwarded to the Chief, OPCSE, located at 800 9th Street, SW, 2nd Floor, Washington, DC 20024, simultaneously. The contractor shall coordinate all aspects of genetic testing for the determination of paternity in any interstate case which shall include, at a minimum, the following: send genetic specimen collection kits to initiating jurisdictions after a referral is made; retrieve, process and analyze genetic sampling kits sent to the initiating jurisdiction; and simultaneously schedule and process test subjects in the District of Columbia and analyze obtained samples. The contractor shall collect specimens Monday through Thursday from 9:00 a.m to 2:00 p.m. and Friday from 9:00 a.m. to 12:00 p.m., except District of Columbia holidays or unless changed by mutual agreement by both the Government and the contractor. The contractor shall provide services at the D.C. Superior Court, JM Level, 500 Indiana Avenue, N.W., Washington, DC 20001. The room size is approximately 10' x 12'. The contractor is responsible for procuring phone lines, supplies and the following equipment to carry out the services: examination table, draw chair, desk, removable privacy partition, secretarial chair, secure file cabinet, secure waste container, secure medical supply cabinet, and 4 waiting chairs. The contractor is responsible for removing all waste from the secured waste container. The contractor shall provide a qualified Phlebotomist. A complete written job description of the Phlebotomist, shall be included in the contractor's file and be available upon request. The job description shall include education, experience and/or certification criteria, a description of duties and responsibilities, hours of work, salary range and performance evaluation criteria. The contractor shall provide to the Project Officer the following information regarding the Phlebotomist to be placed in his/her file: application for employment; professional and personal reference; applicable licenses; credentials/certifications; records of required medical examinations; personnel actions, including time records; documentation of all training received; notation of any allegations of professional or other misconduct; Contractor's actions with respect to the allegations, date and reason if terminated from pervious employment. The contractor shall submit evidence to the Project Officer that the Phlebotomist does not have any prior criminal record of convictions for child abuse or molestation, sexual abuse and rape, or drug possession or distribution. The contractor shall provide, upon request from D.C. Superior Court and/or OCC, an expert witness possessing a Degree in Medicine (M.D.) or a Ph.D. in Science for cases before the D.C. Superior Court. OPSCE shall provide orientation on administrative procedures, program goals and practices related to activities of the OPCSE. See Part 2 of 2. (0325)
