a solicitation for expert studies. Solicitation Number
DE-RP04-98AL78372. This is a small-business set-aside. The Department
of Energy/Carlsbad AreaOffice (DOE/CAO) requires independent expert
services to enhance the domestic and international scientific
visibility and acceptance of the National TRU Program and the Waste
Isolation Pilot Plantt (WIPP). Expert support services to be provided
by the contractor include: strategic planning; issue development and
mitigation; assembly and control/management of independent issue
response teams; membership in domestic and international professional
organizations and promotions of the CAO mission and coordination of CAO
representation at domestic and international radioactive waste
management meetings; and preparation of topical papers and issue
responses. The contractor shall provide: nationally and internationally
recognized experts in topical areas with past relevant CAO mission
expertise and project/task managers/facilitators/moderators with
subject matter expertise and at least 3 years of past involvement or
support to the CAO mission as requested. The contractor shall provide
all labor, materials, supplies, and off-site facilities and equipment
[the Government shall provide on-site (Carlsbad) facilities and
equipment] required to provide the services and deliverables for the
services included in this contract and shall: submit and maintain the
Fiscal Year Work Plan (FYWP) and the Individual Task Plan(s)[ITP(s)]
for each order issued under this contract; prepare FYWP & ITP(s) for
each order under this contract; prepare FYWP & ITP(s) that include the
following elements-work authorization request, work statement, and
activity-based plan(s) with a description, schedule, estimate, staffing
plan, and any needed travel for each deliverable; evaluate the
schedule, frequency, duration, and staffing requirements to optimize
use of contractor's work force; comply with or support the development
of applicable CAO procedures and plans; and provide monthly
performance reports that measure the contractor's scope, cost, and
schedule performance against CAO-approved FYWP/ITP(s). This contract
action is for services for which the Government intends to enter into
a sole source contract with COMPA Industries, 2309 Renard Place, SE,
Suite 110, Albuquerque NM 87106 under authority of FAR 6.302-3 as it is
believed that COMPA Industries is the only consulting firm with the
extensive, contemporary, project-related management, regulatory, and
experimental expertise and international experience necessary to
perform the research necessary to meet the time requirements for EPA
approval of the CCA. All interested parties are required to submit a
prospectus of their qualifications and fully burdened hourly rates for
project/task managers, facilitators, moderators, and subject matter
experts as described above to U.S. Department of Energy, Carlsbad Area
Office, Attn: Kimberly V. Carroll, Contracting Officer, Post Office
Box 3090, Carlsbad, NM 88221-3090, for review and evaluation. All
offers received within 16 days after date of publication of this
synopsis will be considered by the Government if determined to be
