procure on a sole source basis to TRW, One Space Park, Redondo Beach,
CA 90278, for a spaceflight qualified diode-pumped Nd:YAG laser. The
laser will be flown as a demonstration of new technology on the New
Millennium Project (NMP) as part of the proposed Direct Detection Lidar
Instrument on the shuttle as a Hitchhiker payload. NASA/GSFC intends to
purchase the laser from TRW under the authority of 10 U.S.C. 2304(c)(1)
-- Only One Responsible Source. The laser for this demonstration flight
is a direct follow-on to TRW's support of the NMP Integrated Product
Development Team effort. No other company has the capability to produce
a spaceflight qualified diode-pumped Nd:YAG laser to meet the required
specifications under the launch schedule and budget constraints. The
contemplated contract with TRW is expected to be firm-fixed priced. The
laser must be designed, developed, built, tested, and delivered to GSFC
by August 1999. A flight demonstration is a precursor to using this
type oflaser operationally on the shuttle. TRW and it's Active System
and Solid State Laser Technology was competitively selected to be an
Integrated Product Development Team (IPDT) partner in the development
of advanced spaceflight qualified laser technology for the next
generation of NASA science missions. Any qualified responsible source
may submit a response which shall be considered by the agency. Firms
desiring consideration must provide a written technical narrative
statement of its capability, including detailed technical information
demonstrating their ability to meet this requirement. The response
shall be sufficiently detailed to permit agency analysis of the data to
establish its bona fide capability to meet all of the requirements.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Interested firms have 15 days from the publication of this
synopsis to submit in writing their qualifications/capabilities to the
identified point of contact at the above address via facsimile at
(301) 286-1720 or e-mail at Judith.M.Jones.1@gsfc.nasa.gov. The use of
faxed or e-mail requests rests solely with the interest party. No
collect calls will be accepted. Responses received after 15 days or
without the required detailed information will be considered
nonresponsive to this synopsis and will not be given consideration. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. An Ombudsman has
