synopsis originally publicized in the CBD dated 02/13/97 and modified
by publications of 02/18/97 and 03/03/97 is replaced in total. The
Ballistic Missile Defense Organization (BMDO), Surveillance &
Interceptor Technology Directorate (BMDO/TOS) requires technical,
systems engineering, and programmatic services that will conduct
analyses; develop, assess, and refine innovative concepts in sensor
technologies; plan major experiments; accomplish data reductions and
analysis of experiment results; and conduct system engineering studies
on sensor systems. Personnel qualifications will include specialized
experience in visible/UR/IR sensors; radar, space systems; ballistic
missile command, control, and communications; lethality; survivability;
active and passive phenomenology; space and aircraft mission planning,
experiment development and data reduction; and data fusion. The
significant evaluation areas for award will include: (a) Corporate
Experience (b) Technical Expertise and Understanding of Requirements
(c) Management Approach; (d) Past Performance; and (e) Cost. The
evaluation will be conducted in two phases. Phase One will include an
oral presentation which shall communicate the offerors capability to
perform the statement of work and draft task orders plus a written
submission consisting of the Business Proposal, Summary- level Cost
Proposal, Performance Information (experience and past performance),
and Technical Offer and Capability Information (personnel information
and task plans responding to approximately three draft task orders). At
the conclusion of Phase One, a determination will be made of those
offerors having a reasonable chance for being selected for award. This
is NOT a competitive range determination as defined at FAR 15.306(c).
A sufficient number of offerors will be maintained to insure adequate
efficient competition. Offerors will be notified of this
determination. Those offerors determined NOT to have a reasonable
chance of being selected for award will be advised that while they are
not restricted from responding to Phase Two instructions of the RFP,
and their Phase Two submissions will be accepted and evaluated, their
Phase One assessment indicates a low probability of award. Phase Two
will consist of a written submission of Task Plans responding to the
remaining draft task orders included in the RFP (approximately
sixteen). BMDO Postings to the BMDO Acquisition Reporting Bulletin
Board (BARBB) [http://www.acq.osd.mil/bmdo/ barbb/barbb.htm] currently
include drafts of the bidders list, statement of work, example task
orders (from current contract), desired personnel qualifications,
organizational conflict of interest clause and disclosure form, and
Year 2000 capability statement. Additional documents, including new
draft task orders, will be posted as they become available. Note that
modem access to the BARBB via (703) 769-8394 is now only for Funds &
Labor Hour Expenditure Report data exchange; procurement status
information and downloadable draft documents are only available via the
Internet. This procurement will be accomplished through a full and open
competition with planned RFP release in early January 1998 and Contract
Award in June 1998. New FAR Part 15 Re-write provisions and clauses
will be included in the RFP. Any prospective prime contractor desiring
to provide a pre-solicitation technical presentation and engage in
communication of their technical approach or alternate ways to refine
the Government's requirement based on draft requirements documents
posted to the BARBB, may contact Ms. Karla Smith Jackson at (703)
604-4473 to arrange a meeting with BMDO contracting officials.
Pre-solicitation technical presentations shall be limited to prime
contractors only and shall not exceed two hours. BMDO plans to hold
pre-solicitation presentations the week of 8 December 1997 and requests
for presentations will not be accepted after close of business on 5
December 1997. RFP requests, referencing solicitation HQ0006-98-R-0005
