Headquarters, Military Traffic Management Command (MTMC), intends to
issue Request for Proposal (RFP) DAMT01-98-R-2002 on approximately
January 8, 1998 for a study to examine private sector and DoD surface
transportation experience, equipment and procedures to establish the
manner and extent that commercial practices can be adopted to improve
the efficiency, safety and security of loading and transporting
military containerized munitions to and from military and commercial
Continental United States (CONUS) water and aerial ports. MTMC expects
to award a firm fixed price contract with a one year period of
performance beginning approximately June 15, 1998. The contractor's
responsibilities will include, but are not limited to, the following:
(1) analyze the rules, regulations, and restrictions under Department
of Transportation, DoD, state, and local jurisdictions regarding
intermodal transfer of hazardous munitions in commerce; (2) examine the
efficiency and effectiveness of the current processes used by DoD and
commercial industry munitions shippers for the movement of munitions
into, through and out of military and commercial aerial and seaports to
effect modal and intermodal operations; (3) evaluate the current
published and actual process for granting of safe haven, refuge, and
secure holding areas by DoD installations for commercial carriers; (4)
physically survey five (5) DoD-selected munitions shipping
installations, three (3) commercial trucking firms approved for
munitions and each military Shipper Service Headquarters, the
Industrial Operations Command, plus the Defense Logistics Agency
Headquarters; (5) evaluate the dollar and manpower costs accrued by DoD
and carriers to effect installation or commercial safety and security
support to carriers in emergencies (safe haven/refuge) and routine
(secure holding) situations; (6) evaluate the pattern of highway, rail,
and inland waterway routes and corridors for munitions shipments
through coordination with the modes and the Defense Transportation
Tracking System; (7) examine current locations used by carriers and DoD
to effect safe haven, refuge, and secure holding for munitions
shipments; (8) evaluate current transportation safety and security
procedures published by DoD and those used within commercial industry
for preparing, loading, and shipping sensitive goods in commerce to
prevent in-transit loss and damage; (9) survey DoD physical security
and transportation policy proponents, as well as DoD-selected lock,
seal, and intrusion detection venders regarding safety and security
technologies for protection of containerized munitions in transit; (10)
evaluate the effectiveness of satellite monitoring technology to
protect munitions shipments in transit; and (11) survey the carrier
industry and determine the availability of twist-lock chassis or other
vehicles suitable for transportation of DoD munitions. Requests for a

set-aside for small business; however; if adequate interest is not
received from small business concerns, this solicitation will convert
to unrestricted without further notice in accordance with this
synopsis. All responsible sources may submit a proposal which shall be
considered. The SIC Code is 8733 with size standards of $5 million in
