are sought concerning the possible privatization of a DOE Analytical
Chemistry Laboratory located in Grand Junction, Colorado. DATES: This
Notice is effective on the date of publication and will remain
effective until December 31, 1997. Responses may be submitted at any
time prior to December 31, 1997. SUPPLEMENTARY INFORMATION: I. Purpose,
II. Areas of DOE Interest, III. Expressions of Interest Format. I.
PURPOSE -- The Department of Energy, Grand Junction Office, has an
Analytical Chemistry Laboratory located at a DOE-owned site in Grand
Junction, Colorado. This Laboratory is currently government-owned and
contractor-operated. Grand Junction, Colorado, is located in Mesa
County, approximately 245 miles west of Denver, Colorado. The
Laboratory performs sample preparation and inorganic, organic and
radionuclide analyses. The Laboratory is currently certified as an
Environmental Testing Laboratory by the State of Utah Environmental
Laboratory Certification Program and is accredited as an Industrial
Hygiene Laboratory by the American Industrial Hygiene Association.
During the 12 month period beginning October 1, 1997, the Laboratory is
anticipated to perform approximately $1 million in work for DOE
customers. If privatization of the Laboratory occurs, the Laboratory
may have to be relocated off the DOE site and in the Mesa County area.
Relocation of the Laboratory outside the Mesa County Area is not an
option to be considered. DOE is researching the feasibility of having
the privatized laboratory located in its current facility on the site
and the land/facility transferred to the firm operating the laboratory.
The privatized laboratory may perform work for commercial entities and
other public sector agencies. If it is determined that the privatized
laboratory must be relocated off the DOE site, all costs associated
with relocation and operation of the laboratory at a new location will
be borne by the operator. More information regarding the laboratory,
including an inventory of theequipment in the Laboratory is available
at the DOE-GJO website: www.doegjpo.com/contract. DOE is encouraging
the privatization of its Laboratory to provide analytical chemistry
services at costs competitive with the private sector. This is not
intended to be a solicitation for proposals. Instead, it is an attempt
to obtain information and to identify interested private sector
participants in the possible privatization of this Laboratory.
Activities that fall under the scope of this possible privatization of
the Laboratory include, but are not limited to: Low-level radio
analytical chemistry analyses, inorganic analyses, volatile and
semivolatile organic analyses, herbicide, pesticide, and PCB analyses,
bulk and airborne asbestos and airborne silica analyses. Sample
matrices may be analyzed including air, air filters, water, brines,
sludges, soils, construction and demolition debris, personal protective
equipment, vegetation, tissues, and wastes. Work may also include
preparation of quality control samples and reference materials. The
Analytical Laboratory is supported by a sample preparation facility,
which is to be considered part of the privitization. Activities that
fall under the sample preparation facility include, but are not limited
to: drying, crushing, grinding, sieving, and blending equipment for
rocks, soils, and tissues. Homogeneous batches of up to 500 pounds or
more can be routinely prepared. Work at the facility includes
preparation of homogeneous solid matrix samples for subsequent chemical
analysis for radioactive and nonradioactive constituents. Work may also
include preparation of solid and liquid quality control and reference
samples containing various levels of uranium and thorium decay series
nuclides and other radioactive and nonradioactive chemical
constituents. Depending on the nature of the responses and subsequent
determinations by DOE, a formal solicitation for competitive proposals
may be published in the future, and award may be made based upon an
evaluation of proposals received pursuant to the evaluation criteria as
stated in the solicitation. II. AREAS OF DOE INTEREST -- The DOE is
seeking to encourage innovative Expressions of Interest for
privatization. Expressions of Interest should be structured to address:
1. Current experience in performing or obtaining the work described
above. The Expression of Interest must demonstrate a knowledgeable
approach and an appreciation of risks. 2. Probability of success:
clarity of objectives and quality of approach. The approach should be
based on well-defined objectives, milestones, and deliverables. The
approach should contain a reasonable and practical plan for providing
the maximum private sector participation on a financial and managerial
basis. 3. The appropriateness of the facilities and techniques. The
need for (and availability of ) facilities, technical, financial, and
administrative resources and the willingness to relocate the laboratory
off the DOE site if required. III. EXPRESSIONS OF INTEREST FORMAT --
The length of the Expression of Interest should not be more than 15
pages (double spaced) using 12-point type font. It is left to the
responder to determine how best to use the 15 pages; however, it would
facilitate review if the Expression of Interest were divided into the
following sections: SECTION I -- Summary, SECTION 2 -- Comments on
privatization of the DOE Analytical Laboratory, SECTION 3 --
Qualifications and experience of respondents in Analytical Laboratory
Operations. Proprietary Information -- If the Expression of Interest
contains information that is privileged or confidential and which the
respondent does not want disclosed to the public or used by the
Government for any other purpose other than this Notice, the respondent
should place the following notice on the Expression of Interest.
Notice: The data contained in pages of this Expression of Interest have
been submitted in confidence and contain trade secrets or commercial or
financial information that is confidential or privileged, and such data
should be used or disclosed only for purposes of consideration of this
response. This restriction does not limit the Government's right to
use or disclose data obtained without restriction from any source,
including the respondent. Submission -- Each submittal should consist
of 4 copies, one original and 3 photocopies and be mailed to Barbara
Smith, Contracting Officer, U. S. Department of Energy, Grand Junction
Office, 2597 B 3/4 Road, Grand Junction, CO 81503. The original copy
of the Expression of Interest shall contain all documents that bear
original signatures. DOE is under no obligation to pay for any costs
associated with the preparation or submission of Expressions of
Interest in response to this Notice. DOE reserves the right to respond
or not respond to any portion, all, or none of the Expressions of
