Technology (NIST) has a requirement for a surface magnetic properties
preparation and analysis system to study advanced magnetic recording
materials. The system required by this solicitation shall have and/or
meet the following minimum requirements. The system shall be currently
operating and shall have proven results immediately available. Used
equipment is acceptable. The system shall be comprised of an ultra-high
vacuum (base pressure lesser than 1x10-10 Torr) mu-metal chamber with
thin film growth and analysis capabilities. These must include 2
electron beam deposition sources capable of depositing both transition
and rare earth metals. There shall also be a computer controlled
thickness monitor, residual gas mass spectrometer and an argon ion
beam-sputtering gun. The sample mount must be capable of 5 axis high
precision manipulation with temperature control from 100K to 3000K. The
sample analysis capabilities must include: spatially resolved secondary
electron spin analysis for all three spin components, low energy
electron diffraction, angle resolved Auger electron analysis, and
in-situ magneto-optic Kerr susceptometer. The chamber must also be
mounted in a frame with vibration isolation of better than 0.2 Hz and
the system must be fully computer automated. Interested sources must
submit a written qualification statement and must contain sufficient
information to clearly establish the ability to provide the necessary

the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00)
and is not a request for quotes. The system must be currently operating
and has proven results in the analysis on ultra-thin magnetic films in
ultra-high vacuum. The award decision will be based upon the best
value to the Government, with technical merit, past performance and
availability being significantly more important than price. Terms and
