R -- DEVELOP, WRITE, AND EDIT PUBLICATIONS AND OTHER COMMUNICATION MATERIALS THAT FOCUS ON CHRONIC DISEASE PREVENTION, HEALTH PROMOTION, AND HEALTH EDUCATION SOL 98A013(N) DUE 021798 POC Elmira Benson, Contract Specialist, (404) 842-6790 The Centers for Disease Control and Prevention (CDC) contemplates awarding a cost-plus fixed-fee type contract to support publication and other communication activities of the Government by performing the following: (1) technical editing, copyediting, and proofreading scientific and technical manuscripts and publication; (2) developing (i.e., researching and writing) professional, consumer and special population publications, including newsletters, consumer materials (e.g., brochures), conference proceedings, speeches and scientific and technical publications; (3) indexing for special monographs; (4) locating, acquiring, and verifying references; (5) developing and preparing graphics, art work, and visual aids for publications and presentations; (6) developing and preparing non print materials (e.g., scripts for videos); (7) and writing publication clearance requests (Form HHS-515), (8) transcribing meeting tapes and notes, and (9) developing/preparing materials for the Internet. PERSONNEL (MINIMUM EDUCATION AND TRAINING REQUIREMENTS): Because of the variety and scope of these materials, personnel employed by the applicant for this contract must demonstrate proficiency in designing, developing, writing and editing in each of the following styles of communication: biomedical, statistical, technical, general public, and non print media. Additionally, personnel must demonstrate proficiency in providing graphic design and layout services for the above type of materials and in providing graphics (i.e., illustrative material) for such publications and for oral presentations. These services will require skill (i.e., education, training, and talent) graphics and desktop publishing. Personnel must also have expertise in providing the following other services to assist CDC in its communication efforts: translating from English to another language; preparing indexes; verifying references; conducting readability testing; transcribing minutes from meetings and conferences; and preparing materials for the Internet (i.e., HTML, PDF, Postscript files.) For most tasks specified in this contract, it is desired that personnel employed by the applicant for this contract have completed at least four years education at an accredited college or university and have a specified number of years experience performing the task type -- for example, at least three years experience editing scientific or technical materials, three years experience developing (i.e., researching and writing) scientific or technical and educational/instructional materials and two years of experience in document design (i.e., layout and design via desktop publishing software and freehand drawing.) TURNAROUND TIME: Because virtually all tasks issued through this contract will be under a specified, tight schedule, the applicant for this contract must have the staff and secondary sources available to hold to the delivery schedules for a number of simultaneous tasks. Thus, if a journal article must be edited and returned to CDC within five days, the Contractor will be expected to hold to this schedule whether a single or a dozen articles are received during a given week. REQUIRED COMPUTER EQUIPMENT AND SOFTWARE: To acceptably perform the tasks described in this contract, the applicant must have access to state-of the art computer equipment and software. Because CDC projects require both Apple Macintosh and PC-windows compatible hardware and software, the awarded contractor will likewise be required to deliver materials on either platform as specified by the Project Officer. The offeror must have access to appropriate image scanners, software for creating or altering images (e.g., Abode Illustrator, Aldus Freehand, Abode Photoshop, Corel Draw, Canvas) and equipment for high-resolution printing (1200 DPI minimum) and equipment for printing color samples. Additionally, the following hardware/software are required: technology for designing and producing materials in machine-readable formats, including WordPerfect 6.0 for Windows or Apple Macintosh; appropriate software for creating or altering design and layout (e.g., Aldus Page Maker, Quark Express, FrameMaker) and for incorporating statistical information rendered as charts, graphs, or tables (e.g., DeltaGraph Pro, Canvas for Macintosh and Freelance, Corel Draw for PCS) equipment for high-resolution printing (1200 DPI minimum) and for printing color samples; technology for preparing publication and presentation graphics on both windows and Apple Macintosh platforms, depending on the needs of the Government; image scanners, software for creating or altering images (e.g., Abode Illustrator, Aldus Freehand, Abode Photoshop, Corel Draw, Canvas), and software for creating color slides, overheads and handouts (e.g., Freelance or Corel Draw for Windows; Aldus Persuasion or DeltaGraph Pro for Macintosh); telecommunication software and accounts required for conducting online literature searches; and general office equipment such as photocopiers and Fax machines. The contemplated period of performance is 60 months from the contract award date. The scheduled issue date is approximately December 15, 1998.
