Operating Services at Naval Air Weapons Station (NAWS), China Lake,
California. The services shall include a variety of base operating
services for but not limited to grounds maintenance, custodial
services, hood, vents, and exhaust system cleaning, mail courier,
housing maintenance, combined bachelor quarter operations,
dispatching/alarm room monitoring, pass desk, security guard, supply
operations, hazardous waste disposal, laundry, weed and pest control,
transportation operations, solid waste collection and disposal
services, and ordnance support. Contractor will also be required to
perform limited services at any or all of the Naval Air Warfare Center
Weapons Division locations including but not limited to NAWS Pt. Mugu,
California, Naval Weapons Evaluation Facility Albuquerque, New Mexico,
and Naval Air Warfare Weapons Station White Sands Missile Range, New
Mexico. This is a combination of a Firm Fixed-Price and Indefinite
Quantity type contract with Award Fee. The contract duration is for one
(1) base year and four (4) option years. This procurement is being
solicited as competitive negotiated acquisition using formal Source
Selection procedures. Offerors will be evaluated on price and technical
factors. The factors combined are approximately equal to price.
Offerors will be required to submit Part 1 of the technical proposal,
which will include information on their past performance, on or about
January 16, 1998. Offerors will be required to submit Part 2 of the
technical proposal, which will include information on their commitment
to Small Business, and price proposal on or about February 17, 1998.
Also, offerors will be required to do an oral presentation on their
level of understanding of the requirements, which will be considered as
Part 3 of the technical proposal. A preproposal conference and site
visit will be conducted at NAWS China Lake from January 21, 1998 thru
January 23, 1998. Offerors interested in sending a representative to
the preproposal conference should contact Carlo Espirituat (760)
939-4414 or Barbara Barthle at (760) 939-4439 for reservations by close
of business January 05, 1998. Attendees are requested to limit the
number of representatives to four (4). Attendees must provide full
names and Social Security Numbers and state whether or not they are
U.S. citizen. If the attendee is not a U.S. citizen, a Resident Alien
Card number must be provided. The solicitation will be available on or
about December 17, 1997. The solicitation will be issued on CD-ROM.
Files are in Microsoft Word 6.0, Filemaker Pro 2.1, Excel 5.0, AutoCAD
12, and MacDraft 2.1. No other format will be available. There is a
$25.00 NON-REFUNDABLE CHARGE for EACH CD-ROM. To obtain a solicitation
