Intelligence Center (NAIC), Wright-Patterson AFB, Ohio is contemplating
a five year single-award time and material contract for highly
specialized scientific and technical analysis (S&TA) required by NAIC
to support the national intelligence effort. Specifically, this effort
will support NAIC in assessing foreign space system and subsystems
designs, capabilities, limitations, and projection of future space
systems and developments based upon all-source intelligence
information. The successful contractor should possess, as a minimum, a
Software Engineering Institute (SEI) Level 3 rating. A SEI Level 4
rating is desired. Potential sources must provide in their response to
this announcement the following information: (1) Evidence of previous
experience performing in the areas of: (a) Space System Analysis (b)
Spacecraft Design (c) Spacecraft Computer Rendering (d) Spacecraft
Signatures (e) Spacecraft Simulated Signatures (f) Military Space
Support Systems (g) Military Space Employment(h) Space Mission Control
(i) Space Mission Control Modeling (j) Space Defense (ASAT) (k) Space
Defense Modeling (l) Projected Space Systems (m) Intelligence and
Force Employment Cycle (IFEC) (n) Electric Data Integration and
Dissemination (o) Foreign Material Exploitation (FME) (2) Evidence of
the ability to obtain TOP SECRET/SCI personnel and facility clearance
in accordance with Industrial Security Manual (DOD 5220.22M) by
contract award; (3) Evidence of TEMPEST capability to include any
engineering data processing equipment; (4) Evidence of the ability to
perform at least 51% of all work levied under this contract. All
responses will be evaluated against the criteria listed in this
announcement. Limit responses to 10 pages or less. Foreign
participation on this contract is not authorized. Sources are requested
to submit their responses within 30 days after publication of this
announcement. All respondents shall indicate whether they are large or
small business in relation to SIC Code 8711, size standard $13.5M. The
government reserves the option to set this acquisition aside for small
business. Mr. Michael S. Coalson has been appointed as Ombudsman to
hear concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters on individual
