985-1933 The Department of Energy, Western Area Power Administration
(WAPA), Sierra-Nevada Regional (SNR) Office located in Folsom,
California, requires the services of Tree Trimming/Removal firms for
indefinite delivery indefinite quantity (IDIQ) contracts. SNR
anticipates awarding 2 or more IDIQ contracts. These IDIQ contracts
will be for tree trimming and removal services around High Voltage
Transmission Lines (from 69kV to 500kV) within Northern and Central
California. Work to be performed consists of cutting, pruning,
herbicide treatments, and clearing away of trees, limbs, branches, and
foliage on trees which interfere with or by reason of their location
or condition may interfere with or will not allow sufficient clearance
for safe and proper maintenance and operation of SNR's transmission
lines. The contrcts are anticipated to be awarded in February 1998. The
contracts will consist of basic ordering periods and two additional
ordering periods, each period not to exceed one year, for a total of
three years. The minimum order for each contract will be not less than
$2,500. Individual task orders may not exceed $100,000. The total
amount of each contract over the three year ordering period may not
exceed $250,000. this announcement is open to all businesses regardless
of size. The wages and benefits of service employees performing under
these contracts must be at least equal to those determined by the
Department of Labor under the Service Contract Act. SELECTION CRITERIA:
Significant selection evaluation criteria include: (1) Primary
specialized experience in tree trimming and removal services around
high voltage transmission lines including appropriate licenses and
certificates; (2) Technical qualifications of the staff in tree
trimming and removal. Education, training, and experience will be
reviewed; (3) Capacity of the firm to accomplish multiple task orders
within time and cost limitations; (4) Past performance on relevant
Department of Energy contracts will be a factor, however, lack of such
performance will not necessarily preclude a firm from consideration;
(5) Anticipated cost to the Government; (6) Location of the firm with
respect to work sites will be a secondary consideration provided that
a sufficient number of qualified firms respond to this announcement.
Contractor must provide prior to award documentation regarding
insurance coverage (i.e., workers compensation and limits of liability)
and proof of training records for experience in brush cutting/tree
felling, hazard recognition for cutting near high voltage transmission
lines and certificates in First Air/CPR. Contractor is required to
